Currently, the local college&university in the ethnic minority region of China have entered a new period of development that converting from the scale expansion to the connotative development. Many contradictions and conflicts began to appear in the reform and innovation of personnel training, in which the most important one is the conflict between individual standard and social standard. For instance, in terms of major construction, should we adhere to the tradition or commit to developing innovative features? In terms of personnel training, should we respect the students’ willingness or obey social needs? In terms of choosing the major, should we allow the student to self-select or request them obey the administration? In terms of course learning, should we give them the freedom to choose or uniform requirements......In every aspect of personnel training at the local college&university in the ethnic minority region, there is the basic contradiction of freedom and control.Thus, to correctly understand and handle the relationship between them becomes a serious problem that the personnel training staff must deal with in these college&university.Brubacher believes that there are two legitimate bases which can make higher education lawful exist, one is epistemological, the other political. Higher education philosophy that based on "Epistemology" advocates a spiritual pursuit of knowledge of "Leisurely Curiosity" as destination, while "Politics" thinks people seek knowledge for it has a profound impact on the country. And another "Human ism" point of view, the existence of higher education is based on the "people" need a higher level of development.Value theory of higher education believed that two fundamental value choices in educational activities are individual orientation and social orientation. The individual orientation prefers that the individual’s value is higher than the value of community and the individual is in central status. However, the social orientation prefers that the community’s value is higher than the value of individual and individuals should be subject to the needs of society. Stakeholder value believes that universities should focus on the core organizations and individuals’demands.This paper try to base on higher education philosophy about the epistemology and politics, together with the guidance of value theory in higher education, accompany with the dimension of stakeholders to get rational thinking of the values of personnel training. Thus, it attempts to find a solution to the conflict between individual and social orientation at the local college&university in the ethnic minority region. It points out that personnel training in these regions should promote not only human development, but also social progress, the fitness is individual and social co-growth; it points out the necessary of following development patterns of human’s physical and mental as well as the social development laws, the fitness is individual and social mutual coordinate. On the one hand, the objectives of personnel training activities Should coordinate the needs of social and personal development. On the other hand, the process of personnel training should be people-centered. Only if the personnel training activities respect people’s autonomous choices, fully display of human potential can it achieve personal and social coordinated development and the mutual benefit and conjunct winning.This paper aims at pursuit of the theoretical reason why there are problems in personnel training at the local college&university in the ethnic minority region. It points out two main factors of personnel training at the local college&university in the ethnic minority region:the one is internal logic development of personnel, the other is external environmental factors that affecting personnel. Internal logic development of personnel includes personnel potential, personnel development possibilities and needs, growth pattern, etc. On the part of external environmental factors, it contains social development demand for talent, culture conditions that can be offered by colleges and universities, practice and exercise that can be provided by social, etc. Then efficiently link conflicting parties together with the help of stakeholder theory. From exploring the theory to thinking about practice, it wants to solve the problems by the combination of educational theory and practice.This paper reasonably selects4local colleges of nearby Hunan Hubei Chongqing Guizhou Province multi-national area:Jishou University, Huaihua College, Hubei nationality college and Tongren college as examples to analysis ihe status in personnel training. In value choices of individual orientation or social orientation, they focus on or neglect the choices; in the fitness of individual or social development, they select or deviated from the fitness; in promoting economic development of local area or the whole society, they publicity or dilute this conditions. It attempt to analysis the appropriateness and forgotten errors in the fitness of personnel training, and then put forward countermeasures and suggestions.lt points out with the rapid development of local economic, the fitness of personnel training in ethnic regions need some adjustment. These universities would better to heighten the importance of individual standard and to develop human potential more effectively, so that to make talent training reach a new balance with personal development and social development, and make sure to realize a synchronous development with the university in economic developed area.
