| History of the professional development in the industry of Chinese football isover twenty years. Although certain achievements have been achieved, themanagement system of our football industry hasn’t changed with the industry system,which, leads to the emergence of new problems with the old ones unsolved. Thus, theindustrialization of football becomes harder and harder under the background ofimperfect socialist economic system.Since the storm of anti-crime carried out in2009, the development of ourfootball industry faced a new tremendous opportunity in the general environment of arising economic situation. As regards the great social and economic benefits, releasingthe vitality of the industry development through reform of management system,transformation of the role assumed by the government is bound to come true.At present, the industry of Chinese football has formed a market playerself-financing with clear rights of property. It already has a significant industrial andeconomic characteristic. But the system of management is still with a clear form ofplanned economy: the government doesn’t go with the time, which still regards the“industry†as “cause†and adheres to the “management†instead of “support†and“serviceâ€. This deviation brought a very negative impact and severely blocked therapid development of football industry. That is because: first the excessiveconcentration of government power, which inevitably leads to the abuse of power, tothe excessive administrative intervention, then the football industry suffers anexcessive improper interference; secondly the phenomena of the lack ofself-construction, the low capacity of government power, and the inadequate supplyof public service, which can’t provide a effective support to the football industry;finally the characteristic of the government’s sector “for the superior not for thesubordinate†leads to the fact that the government’s sector can’t make decisions in theheight of the entire development of the industry, thus a short-sighted objective policyoccurs frequently and so for the low administrative efficiency.Therefore we need to learn from the experience in the football industry of UnitedKingdom and Japan in their development as an important reference for the repositionof the role of government in our football industry. And we can learn a top level designon consideration of our own national situation. In order to solve fundamentally thedeficiencies in the system of Chinese football industry, we should with the theory of the new public management, escape the bound of existing systems and rules andselect a real reform path: first under the ensure of stability, transform gradually to thesystem of association management and league with autonomy, by this way we candistribute the excessive concentration of government power to the society and themarket. Then the three parts can do their duties, cooperate with each other and form agovernment, market and society polycentric governance system. Secondly we shouldstrengthen the construction of system, improve the capacity of government to do hisjob, and to do everything possible to provide a good public service as the impetus ofthe development of the football industry. Thirdly the government should also use thevarious policy tools, including taxes and finance, use the financial leverage to allocatereasonably the resources to create a privileged environment for the development ofindustry. Finally we should encourage the development of the third sector to distributesome functions of government, to attract the private sector to participate in theindustrial management, to maintenance the order of the development.The essence of the reposition for the role of government is the redrawing for thescope of government’s function: abandon the direct management and themicro-management, and strength the provision of public service and macro-control. Inthe moment, the market mechanism isn’t fully mature, and it’s necessary to involveappropriately the function of government. Therefore, we should realize an optimalcooperation of government and market, the “two hands†should with each other,allocate rationally the resources, promote a rapid development, achieve the final goalof efficiency and fairness, which will be the ultimate direction of the reform of thesystem of the management in the football industry. |
