As a new,sustainable education development concept,compulsory education balanced development concept not only realize the root of social justice,is the important way to realize the equalization of public service.Government is to provide society public product and public service main body,the government must be on the question of balanced development of compulsory education play its functions,promote the sustainable development of the compulsory education in China.This paper for compulsory education,education is balanced,the functions of the government and the government responsibility statement,the concept of combing the government responsibility in the process of compulsory education equalization,and pointed out the function in the process of government in the development of compulsory education equality.Through statistics on the current status of the development of compulsory education equality and description-taking baota district as an example,has been clear about the bao ta district in equalization problem in the development of compulsory education: the development difference between intercollegiate;The schools of education spending differences;Conditions for offering education differences;Students are different;Teachers with differences.In addition,from the financial system,legal system,education policy,management system,supervision system these five factors on the government in compulsory education equalization liability problem in the process of development are analyzed,and measures to solve the problem of compulsory education balanced development provides the beneficial incision.The government should not only see their own problems,to be close to reality,understand the situation,should draw lessons from the successful experience of the education which countries more.So the article discusses in detail the development of compulsory education equalization abroad experience,mainly Germany,Japan,Britain,the United States four countries,provides reference for the development of compulsory education equalization of experience.In the understanding of the reality of balanced development of compulsory education,the problems in the process of government in the compulsory education equalization and recognize tha t Germany,Japan,Britain,the United States after the successful experience of the development of compulsory education,finally put forward the idea and the government to plan as a whole social all aspects of resources,optimize the allocation of resources,play to the functions of the government in the compulsory education balanced development.Think solve baota district in the compulsory education development the main problems existing in the process of equalization,first of all,need the government to set up the perfect financial system;To strengthen the construction of legal system;The corresponding education policy;Strengthen the management of manpower resource;Strengthen the supervision mechanism in the development of compulsory education equalization.Again,the transformation government function,improves the level of public service,establishs accountability mechanisms.
