On this day in twenty-first Century, the level of education is a measure ofwhether a country powerful is the most important basis. A citizen of a country ifgenerally have higher cultural accomplishment, the country must in various economic,political, technological, cultural and other aspects of the leading level in the world.Compulsory education as the cornerstone of the whole education system, theimportance is self-evident for national and personal. The development of compulsoryeducation can not only lay a solid foundation for the future development of individuallearning, but also can effectively reduce the national illiteracy rate, improve theoverall level of national culture quality, plays an important role in the economic andsocial development and national rejuvenation. Since the reform and opening up,China’s rapid development of compulsory education, nine years of compulsoryeducation universal. But at present our country compulsory education there coexist,the shortage of funds and the waste of educational resources distribution imbalanceproblem, to some extent hindered the development of compulsory education in ourcountry. Therefore, clarifying the allocation efficiency of China compulsory educationresources, to explore factors that influence the efficiency of resource allocation ofcompulsory education, to improve efficiency in the use of compulsory educationresources, promote the development of China’s compulsory education is vital.The purpose of this paper is to evaluate and analyze the efficiency of Chinacompulsory education resources allocation, to explore influencing factors of theefficiency of resource allocation of compulsory education. Firstly expounds the basictheory of the compulsory education, the allocation of educational resources, theallocation of compulsory education resources efficiency; then the descriptive analysisof the education resources input in China (financial resources, human resources,material resources) with the basic situation of the development of compulsoryeducation; then the data input and output from2001to2010based on DEA, usingTobit method, empirical analysis of the factors in primary and secondary resourcesallocation efficiency level and influence of China’s31provinces, autonomous regionsand municipalities directly under the central government; finally, according to theresults of empirical research and put forward the corresponding policyrecommendations. The evaluation research on the allocation of compulsory education resourcesdiscovery, pure technical efficiency of China compulsory education resourcesallocation, total technical inefficiency is due to the scale inefficiency caused by; inaddition, regional economic level is not compulsory education resources allocationefficiency play a decisive role in the. In order to improve the efficiency of resourceallocation of compulsory education, the compulsory education further development,we need to expand the investment funds, optimizing configuration, improve theteaching staff and improve the conditions for running schools of.The innovation of this paper is to evaluate the efficiency of the allocation ofcompulsory education resources in China, the output indicators include not only theoutput indicators, including the effect index. In the method, the comprehensiveutilization of the DEA method, factor analysis and tobit regression method to evaluatethe efficiency of the allocation of compulsory education resources in our country, andtries to find out the factors influencing the efficiency level.
