As the basis of the entire education system,business education is an important way to improve the quality of the people and is also the starting point for realizing social fairness.The party and the country attach great importance to the development of compulsory education.Since 1986,China has begun to implement nine-year compulsory education.By 2011,it has used 25 years to basically universalize urban and rural compulsory education,especially since the 12th Five-Year Plan period.The educational level of education has been significantly improved,and the overall development of education has reached the world's top level.At this stage,promoting the balanced development of compulsory education has become a new round of development strategy for China ' s education.The key and difficult points for the balanced development of compulsory education are in rural areas.This paper takes the province's rural compulsory education resources as the research object,adopts a combination of literature analysis,comparative analysis and empirical analysis methods,first sorts out related research results at home and abroad,and systematically elaborates public product theory,human capital theory and Pareto Excellent theory,and explain the application of these theories in the study of China's rural compulsory education resources allocation efficiency.Secondly,it introduces the relevant theories and econometric models of the allocation of compulsory education resources,and explains the methods and models selected in this paper and their application in this paper.Then,it compares and analyzes the basic status quo of China's urban and rural compulsory education resources investment,and then establishes an evaluation index system for the allocation efficiency of rural compulsory education resources.It uses the DEA model to analyze the rural primary and secondary education resources in 31 provinces,autonomous regions,and municipalities directly under the Central Government from 2011 to 2015 in China.Configure efficiency values for evaluation and analysis.Finally,based on the pure efficiency value of rural compulsory education resource allocation in each province in China,five hypotheses that affect the factors of China's rural compulsory education resource utilization efficiency are put forward,and the Tobit model is used for regression analysis.The results of the study indicate that:(1)China's rural compulsory education investment in manpower,material resources,and financial resources is continuously narrowing with urban gaps.However,there are still teachers with low average spending per student,poor schooling conditions,poor hardware facilities,highly educated and high-quality teachers.Problems such as small quantity.(2)The technical efficiency of rural compulsory education resources allocation is low,which is due in large part to the low efficiency of pure technology,that is,the inefficiency and poor management of related systems.(3)The level of regional economic development does not determine the allocation efficiency of rural education resources.Factors positively related to the efficiency of rural compulsory education resources allocation are the per capita education funding index and the level of urbanization.Based on the analysis of the status quo and the results of empirical analysis,the following countermeasures are proposed:the establishment of a guarantee mechanism for the size of compulsory education in rural areas,the improvement of the rural compulsory education funding management system,the priority development of rural teachers' construction,the optimization of the spatial distribution of rural compulsory education,and the improvement of the allocation of rural compulsory education resources.Measures.
