Graduate education is a high level of education after undergraduate education,which is the highest level of higher education system. Its status and quality have acrucial impact on improving the progress of science and technology and socialproductivity. In recent years,many countries have regarded the development ofgraduate education as a strategic choice for innovation-driven development andimproving international competitiveness. Graduate education policy plays a vital rolein the development of graduate education, of which the development andimplementation directly affect the development of graduate education.The development of graduate education in our conutry is in a period of transitionthat is not only the test of graduate educational content development but also afavorable opportunity for innovation of education system, which has presented higherrequirements for the policy-making process and content of graduate education policies.Therefore, a systematic review of postgraduate education policy paradigm andexploring the optimization strategy of policy paradigm have a great significance bothin practical and theoretical.Firstly, this paper has elaborated the basic concepts and some related paradigmsof graduate education policy paradigm, and proposed the collaborative paradigmbased on reviewing the recognized education policy paradigms such as elite paradigm,progressive paradigm, system paradigm and so on.Secondly, this paper has reviewed the history of graduate education policyparadigm, which was divided into four stages-----the stage of recovery, adjustmentand reform, deepen reform, accelerate the development, and analyzed the policy textsof education development in our country at various stages since1977as well assummarized the key points and characteristics of each stage of postgraduate educationpolicy, with the paradigm of each stage deduced and the issues found.Finally, according to the actual situation of graduate education policy in ourcountry, this paper has proposed the stratgies of optimizing the making paradigm ofgraduate education policy in our country from the aspects of rational decision-makingmethod,diversified decision-making model,democratizated decision-making processand professional decision-makers.
