Research On The Adjustment Of China’s Employment Policy Under The Background Of Technological Progress

Since General Secretary Xi Jinping emphasized the development of blockchain technology in the 18 th collective study of the Political Bureau of the Central Committee,the development of blockchain technology in my country has been at a stable level of development,and the digital currency based on blockchain technology like Bitcoin has become popular.,Which not only stimulated people’s interest in blockchain technology,but also easily caused people to misunderstand the blockchain.Blockchain technology is an important part of my country’s future digital industry.It has the development positioning of the emerging digital industry.Its future development direction is technological innovation,industry application,and regulatory system.In terms of technical characteristics,apart from centralization and resistance to tampering,it also exhibits four characteristics: excellent data circulation,large network scale,easy technical operation and maintenance,and good platform security.Its powerful feature is undoubtedly the technological progress that will be the key demand in the future.Through the theory of innovation and business cycle,the article defines technological progress as a process of change with the following characteristics: first,new characteristics of products;second,new changes in production methods;third,changes in product market supply and demand;fourth,changes in organizational structure.Based on this analysis of the connection between technological progress and labor employment,guided by materialist dialectics,the employment effect of technological advancement,labor employment,and technological progress are connected to construct a technological advancement wave,and then the labor and employment policy is linked to construct a pseudo-technical advancement wave,which makes theory Linking technological progress,labor employment,employment effects,and labor and employment policies.Reviewing China’s employment policy in the context of technological progress,using the pseudo-technical progress wave,analyzing the employment policies of seven periods from the three aspects of employment issues,technological progress analysis,and policy review,it is concluded that my country has experienced two major national economic system constructions.The long wave,as well as seven sub-wavelengths for solving specific difficulties,in which the period of national economic recovery,large-scale economic construction,and highly concentrated planned economy constitutes the long wave of the period of socialist planned economic system construction before the reform and opening up,and the dual-track system,marketization,The proactive employment policy and the employment priority strategy period constitute the long wave of the construction period of the socialist market economy with Chinese characteristics after the reform and opening up.Summarizing the historical development experience of my country’s labor and employment policies in response to employment issues under the background of technological progress,labor and employment policies need to accelerate the transition of the destruction phase and give full play to the effects of the compensation phase.The article uses blockchain technology as an example to conduct research on labor and employment policy adjustments.Based on the wave of technological progress,the article proposes four policy adjustment suggestions to maximize the acceleration of the transitional destruction stage and give full play to the compensation effect of blockchain as a phased leading technological progress.,To realize the structural stability of the technological progress of blockchain technology.
