Abstract:Along with the in-depth development of economic globalization and the spirited international competition, science and technology innovation has become the decisive force of social and economic development. It is the talent that is the key of improving the innovation ability. Therefore human resource has become the fundamental and strategic resources which promote scientific and technological innovation and social development in the economic field. High-level innovative scientific and technological talents play an irreplaceable important role in the technology innovation process. High-level innovative scientific and technological talents as the leader of scientific and technological innovation, the pioneers of the new industry, the leader of new and high technology, have become the core competitiveness of enhancing region innovation ability. In order to evaluate comprehensively high-level innovative talents of science and technology, the key of evaluation is to evaluate the innovation level of high-level innovative talents of science and technology. It will create favorable conditions to improve the level of scientific and technological innovation.In this study, through consulting data and related literature, based on high-level innovative scientific and technological talents evaluation results analysis, the discussion is as follows:(1) The establishment of the index system. Initially, according to the concept and characteristics of high level innovative scientific talents, it preliminarily designs evaluation index of three level one, including4secondary indicators,19tertiary indicators; secondly,12relatively influential indexes index system were selected by using the fuzzy analytic hierarchy process to establish the evaluation index. Finally, according to the attribute index in the index system, the fuzzy number and fuzzy linguistic variables are introduced to quantify the index. (2) The construction of the fuzzy neural network model. Firstly, it includes the design of network model, selecting the learning algorithm, the hidden layer node number, learning rate and training methods; secondly, the fuzzy neural network model is established, which is based on the MATLAB programming, then, the next step is to train the model and to determine the parameters; finally, based on the performance test of30samples were tested, and the results show that the evaluation result is consistent with the actual situation.(3) The case analysis. Firstly, through the descriptive statistical analysis of samples, it obtains that the average age of the obtained and per capita output of science and technology; secondly, using the fuzzy neural network model for innovation of evaluation on the "Shanxi province academic technology leaders" and "emerging industries of Shanxi Province Leading Talents" in2012; thirdly, the evaluation results are analyzed, and the use of R&D high school model the factors of innovation are analyzed; finally, it puts forward the corresponding countermeasures and suggestions on the development of high level innovative scientific talents. To provide a theoretical reference for the relevant departments to more comprehensive system and to the evaluation of high level innovative scientific, technological talents and provide scientific theoretical basis are introduced. On the one hand it is advantageous for the selection of the higher innovation level of high-level innovative scientific and technological talents to pay attention to cultivating and developing. On the other hand, it is expected to provide the theory of scientific decision basis for evaluation and the introduction of high-level innovative scientific and technological talents.
