Scientific andtechnologicalinnovationisbasedontalents.Whetheritishardpower,or soft power,depends on talent competitiveness in the final analysis.At present,there is still a shortage of high-level scientific and technological talents and leading scientific and technological talents in China.Inner Mongolia occupies an important position in the overall situation of national development.In the implementation of the project of "Talent Strong Area of the Autonomous Region" and the strategy of catching up with Inner Mongolia’s scientific and technological competitiveness,it is necessary to take reform and innovation as the fundamental driving force to vigorously train and introduce high-level scientific and technological talents.This paper takes high-level scientific and technological talents as the main research object and makes a concrete research on the innovation ability of high-level scientific and technological talents in Inner Mongolia.This paper aims to establish a new talent evaluation index system and provide guidance for improving the innovation ability of high-level scientific and technological talents.Based on the existing research results of talent evaluation and considering the realistic orientation of talent evaluation,this paper uses AHP to construct the evaluation index system model of high-level scientific and technological talents,and gives weight to specific indexes according to expert scores and questionnaire survey results to explore the main influencing factors that restrict the innovation ability of high-level scientific and technological talents.Fuzzy comprehensive evaluation method is used to evaluate the innovation ability of high level scientific and technological talents in Inner Mongolia.By using the comparative research method,the situation of Inner Mongolia in recent five years is analyzed by vertical statistics,and the development status of the innovation ability of high-level scientific and technological talents in Inner Mongolia is summarized.The problems and causes are analyzed,and the coupling relationship between the innovation ability of high-level scientific and technological talents in Inner Mongolia and the regional comprehensive innovation ability is revealed.Verify the importance of breaking away from the "five only" and establishing the index system for comprehensively evaluating the innovation ability of high-level scientific and technological talents.Finally,this paper focuses on the actual needs of countries and regions to improve the innovation ability of high-level scientific and technological talents and realize high-quality development under the new situation,and puts forward suggestions and countermeasures based on the introduction,training and use of high-level scientific and technological talents,highlighting the "use-oriented" approach.It provides theoretical guidance for solving the long-term low level of regional comprehensive innovation ability in Inner Mongolia,further exerting the important role of high-level scientific and technological talents in regional innovation ability,and has certain practical value for realizing the strategic goal of making Inner Mongolia a talented area and building an innovation-oriented autonomous region.
