In order to improve the international competitiveness and comprehensive national strength, to achieve advantages of science and technology as well as talents, to promote the economy of China to develop rapidly China has carried out various talents policies tokeep domestic talents and recruit overseas high-level talents to innovate and entrepreneurship in our country.“Thousand talents grogram” as a human resource development program has achieved more remarkable results than other series of talents policies carriedout in our country.The content of "thousand talents grogram" is that from2008China will introduce and support about2000overseas high-level talents to innovate and entrepreneurship in the fields of China‘s important innovation projects, key disciplines and key laboratories, the central enterprises and state-owned commercial financial institutions and varieties of parks that focus on the high-tech industry development zones with5yearsto10years. The main purpose of "thousand talents program" is to introduce a large number of overseas high-end talents to enhance our scientific research, technological development and the strength of self-dependent innovation drastically. As "the opinion of theCentral Coordination Group on the implementing plans of introducing overseas high-level talents " transmitted by the General Office of the CPC Central Committee points out:according to the national development strategy the "thousand talents program" will introduce numbers of strategic scientists and leading scientists who can make breakthroughsin the key technology, the development of high-tech industries and emerging disciplines.At the moment China will introduce and support numbers of overseas high-level talentsto innovate and entrepreneurship in the fields of China’s important innovation projects,the key disciplines and key laboratories, the central enterprises and state-owned commercial financial institutions and varieties of parks that focus on the high-tech industry development zones. China wants to establish a number of high-level innovation bases in thefields of the central enterprises, state-owned commercial financial institutions, universities and research institutions as well as part of the National High-tech Industrial Development Zones to promote the integration of producing, studying and researching and to create the mechanisms of scientific research, high-tech research and development and entrepreneurship, gathering groups of overseas high-level talents and creative teams. Since2008to the end of2013, the "thousand talents plan" has been going on for five years and introduced4183overseas high-level talents in ten batches and achieved remarkable results in important innovation projects, key disciplines and key laboratories,the central enterprises and state-owned commercial finance institutions as well as manyother aspects of high-tech industries. First, the program has achieved a number of important research results of international influence. For example, Professor Pan from ChinaUniversity of Technology realized the world’s most long-distance quantum teleportation successfully and raised more20times than the former world record. Second, the planhas captured a number of key technologies. Dr. Li as the first batch of talents developedTD-SCDMA core chip, and played an important part in promoting the development of national self-TD-SCDMA standard. Third the plan promoted the development and expansion of a number of high-tech enterprises. For example, the vanadium battery manufacturing core patents obtained by Cape founded by Dr. Yu had surpassed50%. Cape has become the world’s leader in the delivery between commercial products. Fourth, a numberof innovation teams of international standards have been created. Chen Dean and more than60domestic and overseas experts came back to China to develop and built up a world-class research team. Fifth the plan promotes the innovation and the reform of the working mechanism and research..Since the "Thousand talents program" has been implement China introduced morethan4000domestic and overseas high-level talents in scientific research and made many remarkable achievements in technological development, innovation capabilities and many other aspects, vigorously promoting China’s economic and social development. Butcompared with the developed countries and emerging countries such as theU.SA, Japan,Canada, Singapore, South Korea our country‘s quantity and quality of high-level talents is still at lower levels. At the same time, the brain drain phenomenon is still serious. The reason the brain drain phenomenon of China is still serious and the talent attraction isweak is that many problems are still existing in the process. Firstly, the high-level talents introduced lack good working environment. Secondly, companies failed to play goodroles in the process of introducing talents. Thirdly, the institutional mechanism of Chinais imperfect. Fourthly, geographical distribution and field distribution of high-level talents introduced is unbalanced. Fifthly, the assessment system is unscientific. Sixthly, th e pay and benefit system is imperfect. Seventhly the channels and methods of introducing talents are not perfect.Through many methods such as literature research, quantitative analysis and qualitative analysis this paper sorted out the implementation of the policy of Shandong Province and summed up experiences and put forward a series of measures to make the program more perfect. First, we should learn from the talents policy of developed countries, including sound immigration policy, sound education system and the freedom of choosing of the U. S.A, sound legal system, sound study-abroad policy and easing employmentpolicy of Japan as well as rigorous resettlement plan, liberal visa policy and sound safeguards of Australia. Then, we can also learn from the talents policy of Shandong Province such as creating favorable policy environment and business environment, broadeningintroduction channels, improving the working mechanism, consummating protection measures, implementing physical treatment as well as innovating ways. Based on domestic and international talents policies we further put forwards measures to propose talents policy as follows: creating favorable policy environment, sticking four principles of Human Resources flow, improving pay and benefits system, establishing a scientific and effective performance appraisal system, improving the incentive mechanism and soft environment as well as building "package "service policy.There are five parts in this paper. The first part is an introduction which describes the research background, research significance, research status, research content and methods. The second part mainly describes the current situation of thousand talents program including the background and achievements. The third part mainly focuses on the problems existing in the policy implementation. We draw lots of implications of "thousandtalents program" from the fourth part. The last part gives us countermeasures and suggestions to improve China’s "thousand talents program" policy.This paper argues that the "thousand talents program" is a daunting project China should pay attention to the flow trends of talents. According to the development and theneeds China should actively build a work system in which all governments, organizations, personnel departments and employers cooperate. Relying on the perfect system wewill achieve the ultimate goal of "thousand talents program": on the one hand to establish a sound protection mechanism so that the domestic high-end talents could innovate and entrepreneurship in China at ease and reduce the loss of domestic high-end talents; on the other hand we provide a variety of preferential policies to attract overseas high-leveltalents and make them innovate and entrepreneurship in our country in order to increasethe advantages of technology and talents and enhance China’s comprehensive national strength。...
