Talentsstrategyis important in our country.Since thecomprehensive deepening reform, leaders of the Country and the Party have published significant speeches about specializing on talents work for many times, which highlighted the strategic position of talents work. With the acceleration of the process of economic globalization and scientific and technological progress with each passing day, the international flow of talents and the competition becomes increasingly frequent. How to create a good environment for innovation and entrepreneurship and how to introduce and make full use of overseas talents has become the key issue for governmentsat all levels to developing the economy and enhance the image.Overseas high-level talents are the carrier of the world’s advanced scientific and cultural knowledge.The introduction of overseas high-level talents is conducive to regional economic development and upgrading of the industrial structure that is comply with the progress of science and technology and regional competitiveness of the inevitable requirement.Itis significant to improvethe comprehensive competitiveness of enterprises and the level of internationalization of high-level talents.Research on the introduction of high-level overseas talents is becoming common,both at home and abroad at present.And it has formed a relatively independent and specialized research field. Relative researches focus on not only the perspective of the talents backflow, the only mechanism, policy analysis,businessstart-up service and impact assessment, etc.The results of the researches gave direct support to this paper. Although there are some research results on overseas talents introduction at present, the study of putting local government as the introduction subject is not very comprehensive,whichimpacts the improvement of the overseas high-level talents introduction policy of local govemment.Therefore, this paper takes Nantong City as an example, selecting the strategy improvement and promotion of local economic development which is basically meaningful but lack of study as the main issue. It tries to further figure out how the local governments introduce the overseas high-level talents and help it explore the improvement path.Nantong is located in the southeast of Jiangsu Province. The traditional pillar industries are textile and clothing, machinery and electronics, shipbuilding, etc. With the development of the golden period of the economic center of the north wing of the Yangtze River Delta, the development of Nantong industry is fully upgraded, but it is difficult to adapt to the new demand at the cost of resource consumption and environmental pollution. According to the requirements of "The 13th five-year plan for national economic and social development for the people’s republic of Nantong City", Nantong should accelerate the development of ocean engineering, intelligent equipment, aerospace, biological medicine, and high-end medical equipment, new materials, new energy, environmental protection and other emerging industries to promote the steady development of Nantong’s economy. Therefore, paying attention to the introduction of high-level talents to help the economic and industrial development is inevitable for Nantong’s development. In recent years, Nantong City has vigorously implemented the "talent strong city" strategy, adhere to the talent on the priority development of strategic position, sound talent, the introduction of the policy, innovation talent, the introduction of the mechanism, give full play to the talents in social development in "the first resource" role, offers strong intellectual support to the construction of the north wing of the Yangtze River Delta economic center. The "Jianghai talents", "the talent in the industrial development of 312 action plan" is representatives of a series of introduction of overseas personnel policy. Talent agglomeration leads the optimization and upgrading of industrial development, and achieves certain economic benefits.The focus of this paper is the analysis of the formation process ofthe introduction of overseas personnel policy, system constitution, the status of implementation in Nantong. It carries on the SWOT assessmentthat it analyzesthe favorable and unfavorable factors, the impact of overseas talent policy implementation on the region’s economy and society, and puts forward corresponding counter-measures.The paper studies on the basic situation ofthe work of Nantong’s introduction of overseas high-level talents, and what are the advantages and disadvantages, opportunities and challenges? What are the advanced methods of the introduction of high-level talents at home and abroad? What kind of policy transfer can be carried out? What is the strategic objective of introducing overseas high-level talents in Nantong? Finally, how to improve the specific ways?By the research, we can see Nantong has the advantage of location, policies, platform and the opportunity of national and local policy guide in the introduction of overseas high-level talents. However, there are still some disadvantages such as late-start, lack-of-channel and financing difficulties and other challenges such as traditional mode and fierce competition, etc. Advanced policy at home and abroad can be transferred from the soft level and hard level,and in the way of policy replication, policy simulation or policy inspiration etc.according to the actual situation.This paper chooses three elements as following, the policies and regulations, service system and fund guarantee. It constructs the theoretical analysis framework of the problem analysis. By the study, it is found that the introduction of overseas high-level talents is the direct goal that Nantong improves the ability of innovation, the key goal to promote scientific and technological progress, and the ultimate goal to promote economic development.The main conclusion of this paper is as following:In order to promote local economic development as the final goal, in the current mode of talents recruitment, Nantong City should make a breakthroughin three aspects:thinking,the introduction mechanism and talent recruitment tools, and improve the introduction strategy of Nantong City overseas high-level talents. In order to ensure the smooth realization of the goal and innovation, we must take measures to improve the policy support, to improve the working environment of overseas talents, and to improve the management of financial assistance.
