Studies On Scientific Research Funds Management Of A University Based On The Process

Since science and technology system reform, our country invested large amounts ofmoney on the development of colleges and universities, the mount of research project thatcolleges and universities undertake has been in the process of growing, and research hasbecome one of the important sources of funds for the development in colleges and universities,made colleges and universities from a single goal of fostering talents into parallel the twogoals of teaching and research. With the increase of state investment in research funding, thediversification of funding sources, how to ensure the smooth development in scientificresearch, improving the quality of scientific research, to ensure the rational use of scientificresearch funds has become a new problem.In this paper, starting from the existing material, from the perspective of the process of auniversity research management, taking A university research funding as an example, focuseson the research of the whole project process. First of all, to understand the overall income andexpenditure in A university, calculate the proportion of the school scientific research fundsspending accounts for annual income and expenditure, and expounds the related regulationsof the management of university research funds, has carried on the detailed introduction onthe present situation of the management of A University Scientific research fund. Use theprocess definition and process management theory, detailed process of a university researchproject step by step, then divide it into application process, usage process and settlementprocess. Find out the problem existing in the management of scientific research funds in theprocess base on the relevant regulation: the complexity in application process, the inaccuracyin budgeting; the imperfection in research management, accounting process and regulatorysystem; ended the project without accounting and delaying the arrival of funds.In this paper, based on the relevant system of research funding and management of therelevant provisions of the Management of University funds, and make use of advancedscience and information technology, puts forward the suggestions for the problems of Auniversity. And I think A university should raise awareness of management to researchfunding first of all. Secondly, it should establish a budget management system or the fundingapplication process, strengthen the construction of the management system related to the useof funds, strengthen the management of project concluding acceptance in funds settlementprocess. To improve the management of research funding, avoiding profligacy andnon-compliance, Ultimately improve the efficiency of A university research funds, in order tobe able to carry out research work in the new situation successfully.
