Research On R&d Funds Management Of Q University Based On Whole-process Management

R&D(Research and Development)funds are the most basic economic guarantee for scientific research units to develop scientific research undertakings and carry out scientific research.With the continuous attention and strong support of the state to scientific research,the R&D funds in universities are increasing,and the difficulty of daily financial management work and scientific research management work in universities is gradually increasing.How to manage R&D funds more scientifically and effectively and ensure the reasonable and compliant use of funds is the key concern of every university.The development of university R&D funds is increasingly booming and vigorous,but the management mode of R&D funds has not kept pace with innovation.The management mode of R&D funds of universities needs to be transformed with the continuous development of science and technology,so as to achieve a more intelligent process,more standard information,more perfect system functions,and more professional personnel structure of funds management,finally reach the R&D funds management goal of "intelligent review,online circulation,real-time feedback,data sharing,and full-process supervision".Based on the above background,this paper first expounds the basic concepts of R&D funds and whole-process management and the theoretical basis involved in the research process.Then,taking Q university as the research object,the current situation of Q university in terms of R&D funds management system,R&D funds revenue and expenditure,information construction and R&D funds management process was sorted out.Then,through the form of questionnaires and field research to the scientific research,finance,administration and other personnel of Q university,a series of problems in the project initiation stage,fund implementation stage,and final acceptance stage in the current R&D funds management process of Q university were summarized.In the current R&D funds management process of Q university,the submission materials at the project approval stage are cumbersome and complicated,and the budget preparation lacks reasonable and effective guidance,resulting in unscientific budget preparation results;In the process of fund implementation,the phenomenon of cumbersome,slow and difficult reimbursement still troubles scientific researchers,and the large workload also brings work pressure to financial personnel;In the final acceptance stage,the phenomenon of not closing the account is common,and the low degree of information sharing between various departments makes researchers often travel back and forth between various departments,consuming a lot of time and energy.In view of the above problems,this paper integrates the whole process management concept into the management of R&D funds,relies on the development of information technology such as big data,the Internet,and cloud computing,puts forward the realization path of Q universities to build a whole-process management platform for R&D funds,and builds a three-layer structure of front-platform,middle-platform and back-end R&D funds management platform to realize the whole-process management of the project initiation stage,implementation stage and closing stage.Real-time information push in the platform,continuous synchronization and update of project information and materials,collaborative participation in budget preparation by scientific research management and financial departments,system generation of budget preparation templates,automatic settlement of travel expenses and procurement expenses,instrument and equipment sharing,automatic generation of accounting vouchers and other functions,as well as the collaborative operation of electronic file management,image management,bank school direct connection and other systems can effectively solve the current problems.Finally,the safeguard measures for the implementation of the whole process management platform of R&D funds are proposed: do a good job in publicity and promotion,ensure key technical support and services,and improve the digital literacy of managers.
