Study On The Role Of Project Anagement Office (PMO) In Research University

In2011, the Tsinghua University one hundredth anniversary celebration meeting, Genernal Secretary Hu jintao pointed out in his speech:Higher education as important link of the first productivity and technology talents resources, plays a very important position and role in national development. Constantly improve the quality is the lifeline of higher education. we must always run through the higher school personnel training, scientific research, social services, cultural inheritance and innovation in the work. Over the years, research university undertake many national and social scientific research project, solve scientific problems in some countries need to be resolved, which is the important embodiment of unversity scientfic research and social service. However, with the increase in university undertake national project, the proportion of big proj ect increased, During proj ect execution, proj ect delay, beyond the budget problems have occurred, seriously affecting the University’s reputation. In2012, the Ministry of Education issued "on the further strengthening of the scientific research project management advice", require "colleges and universities should strengthen the whole process management of scientific research project, guarantee the smooth implementation of scientific research task". How to improve the quality of project and the success rate, play the role of university subject in scientific research project management, timely discover and resolve difficulties and problems in the research process, ensure the implement of the project, has become the management issues of cocern. This paper will try to explore a new way to solve this problem.In the past forty years, project management as a discipline developed rapidly, and has made our life has undergone tremendous changes. It can efficiently deal with complex issuse cross sectoral, cross domain its vitality and advantage gradually, and become an important part of the orgnizations’s core competencies. In the project management system, the PMO’s funtion is not the same in different organizations, the key is how consistent with the culture of an organization’s goals, make project management more effectively, and achiveve organizational goals. In this paper through the study of project management knowledge, the development course, function and role of the PMO, and on the analysis of the scientific reasearch management system of colleges and universities at home and aborad, the current reasearch project category and source, assessment mechanism, using inerview survey questionnair and so on the many kinds of method, discusses the possibility and necessity to establish PMO in research university in our country, and put forward the PMO in research university should play a role in the research project management advice. PMO should be a control centre the university to strengthen the project time, cost, quality management, be a training center to promote the knowledge of project management, and be a summary center of the experience and lessons of the project.
