It is an important driving force and essential conditions for the development ofvocational education of our country with the goverments dominating.It does good tothe legal construction of vocational education,the formulation of vocational educationpolicy,the management innovation and the implementation of vocational educationfunds.Basing on the analysis to the current situation,the function and the strategies ofgovernments in vocational education, this paper expounds the problems existing in thevocational education development with goverments dominating and analyzes thecauses of the problems:Because the governments lack attention to vocationaleducation and have no idea about the characteristics of practice and openness,whichlead to imperfect legal system, no target and the lack of effective incentive; Becausethe governments have misunderstanding to the new situation and problems and can’tadapt the administrative management. What’s more, macroeconomic control is notenough, the micro excessive intervention is too much and the service awareness is notstrong. Which lead to inadaptation of the vocational education management system,the lack of government, school, enterprise, industry mechanism to communicate. Itdoesn’t form combined force of the development of vocational education and somekey problems can’t be solved; Because the vocational education funds safeguardsystem is not sound, which cause the government finances insufficient and unbalancephenomenon is serious;Because the governments don’t value the professionalstandard formulation of the scientific research and management coordination, whichlead to the professional qualification certification system is not perfect and it does nothave a unified qualification certification standard, non-standard operation and lowreputation.In view of the current problems existing in the vocational education developmentwith government dominating,the improing strategy as following: Firstly, to improvevocational education legislation, enact targeted special law, to enhance themaneuverability of the laws and regulations, clarify the responsibilities ofparticipation in vocational education; Secondly, to perfect the management system ofvocational education, strengthen and improve government dominant position and toreposition the functions of the government, set up the locational educationmanagement system of the government dominanting, multiparty participating,cooperation and win-win; Thirdly, to perfect the mechanism for ensuring adequatefunding for vocational education, increase the government’s spending on vocationaleducation, widen the channel of the sources of funds; Forth, to perfect nationalvocational qualification certification system, establish the standard system of professional qualification certificate and academic education certificate supportingeach other, give full play to the role of the third party in national vocationalqualification certification.
