The Research On Activities Of Nanjing National Goverment's Ministry Of Education Inspecting Private Colloges(1929-1937)

Inspection on education was a significant way to supervise the private colleges for Nanjing National Goverment.In the primary period of Nanjing National Goverment,there were numerous private colleges without settled quality of teaching and sufficient funds.Aiming at readjusting the independent colloges Ministry of Education enacted an array of laws in succession to define the critetion on management;carrying on academies' accreditation policy;reforming in-house management institution of private colloges;requiring academies to close preparatory,accelerated junior college and medical preparatory.Ministry of Education begun to draw lessons from the prior institution and pay attention to assured fuction in which inspection activities on education carried out laws and reulations of independent colloges simultaneously.Ministry of Education of Nanjing National Goverment had acquired right of inspection on privated colleges since 1929 to 1931.Ministry of Education had inspected about 40 unincorporated independent colloges from 1929 to 1932 to carry out accreditation plicy.They had inspected institutions of faculties,funds of teching and management,curriculum's programme,part-time situation of teachers,equipment and books and admission'exams of 36 academies to supervise and urge those schools to reform the institution of faculties and improve quality of teaching continuely from 1933 to 1937.At the begining of stablishment,Nanjing National Goverment's Ministry of Education had no special staff on inspection.Generally,according to the demand of inspection activities,they would mission some directors and managers of Ministry of Education or invite outer experts to inspect private colloges.After 1931,Ministry of Education begun to appoint 4 or 6 school inspectors who were in charge of inspection of nationwide education.However,because of there were so a few school inspectors that the demand of inspection activities could be meeted,they still needed to invite outer experts to help inspect private colloges.There were many provosions about institutions of faculties,funds of teching and management,curriculum's programme,part-time situation of teachers,equipment and books and admission'exams of independent collges in“Private Colloges and Universities Regulations”,“Universities Regulations”,“Institutions of UniversitiesRegulations”and“Private Colloges Regulations”.When school inspectors inspected the private colloges,they needed to infer to those provisions.And only those legal private school would be permitted to register.After 1933,Nanjing National Goverment's Ministry of Education implemented more comprehensive and strict inspection on corporated private universities.So Ministry of Education had enacted criterions which were more accordant to need and more easy to excute.According to inspecting uncorporated private universities,Nanjing National Goverment's Ministry of Education checked the qualifications of accreditation of independent colloges strictly.Untill to the bottom of 1932,there were 34 private colloges(including the degraded institutes)which were permitted to register,10 stopped schools.The haphazard activities of seting up colloges were restricted,after1932,the quantities of academies were gradually stable.Nanjing National Goverment's Ministry of Education urge corporated private colloges to reform the institution of faculties,increase funds of schools,employ full-time teachers,enrich books and equipment and improve admisson exams so that private universities' quality of teaching had progressed continuely.
