Minorities preferential policy in college enrollment of China is an important part of education policy, and offers more possibilities to increase minority candidates enter institutions of higher learning. The policy is not just a national education policy, but also involving the political, economic, cultural and other factors, played a positive role in improving the level of education in ethnic minority areas and economic development of social undertakings. In order to enable people to a deeper understanding of the policy ideas and content, essentially an active role in the implementation of this policy on our educational practice, to find more effective ways of achieving policy, the author try to carry out the policy value analysis.The article first reviews the development process and the text content of the minority preferential policy in college enrollment since the founding of China, to learn from Professor Liu Fuxing, the value of education policy analysis on the basis of three dimensions, respectively, select from the value, effectiveness and legitimacy to analysis the policy value, and described the problem of the value of deviation in the policy-oriented, and address these issues from the concept of change, mechanism building, and draw, on relevant experiences to constantly improve the preferential policy for the minority in college enrollment.Analysis the value of minority preferential policy in college enrollment of China, on the one hand, is conducive to the rich national education policy research, on the other hand, can make various stakeholders in the knowledge and understanding of the nature of the policy is conducive to solving the policy value conflicts, improve the implementation of the policy effect.
