The Chinese Ministry of Education set up high level sports teams in all kinds ofcolleges and universities, in order to play the physical education’s positive role incultivate the high qualified sports talents, develop the national fitness program andbring up the development of the group sports activities. Although the high levelsports teams cultivated some high level sports talents for the nation, the achievementstill has some of disparity compared with the original intention.Such as the basketball, there are a lot of high level sports teams, but theircompetitiveness is low. For the colleges and univisities in Hunan province, theachievement of the basketball high level sports teams is not very well, and thedifference is more and more increasing between the other excellent schools. In orderto develop the basketball in the adolescent society, it is very necessary for enhancethe cultivate work force in the high school’s basketball talents in Hunan province.There are a plenty of factors which influence the development of basketballlevel in hunan province colleges, such as the society factor, the institutional factor,and so on. One of the most important factors is the level of the cultivation of thereserve talents. If there are lack of abundant and powerful reserve talents, there arenon-exist to improve the basketball level in hunan province colleges. The cultivationof college basketball reserve talents is involves many aspects, it contains stimulativefactors and restricted factors. This study is focus on the restricted factors. Throughliterature review, questionnaire survey, observe and interview methods, and based onthe status quo of the cultivation of college basketball reserve talents, try to find outthe restricted factors, then put forward countermeasures accordingly. To provide areference for the cultivation of college basketball reserve talents and improve thebasketball competitive level in hunan province colleges. It is considered that thereare eight mainly factors which restricted the cultivation of college basketball reservetalents in hunan province colleges. Following:(1) the number of the traditionalbasketball schools is short, and the echelon construction is disjoint.(2) the trainingmotivation of the young athletes is not enough.(3)the basic quality of the youngalthetes is not high.(4) the training contents degree is low, and the competitionnumbers is small, and the level of the competitions is low.(5) the coacher’s training level is not very high.(6) the youth basketball camp is not enough and the trainingexpenditure is single and insufficient.(7)the management system is imperfection.In addition, the national basketball team’s competition achievement in theinternational stage, and the levels of CBA, and so on, are the restricted factors of thecultivation of basketball reserve talents in hunan province colleges.Aimed at the restricted factors of the cultivation of basketball reserve talents inhunan province colleges, the study suggested some recommendations, following:(1)carry on boosts construction of the basketball reserve talents base.(2)thebasketball reserve talents base are cooperate with colleges and universities, andshaped integrate on cultivation and transportations.(3) take advantage for thephysical education schools, and encourage nongovernmental sectors to runbasketball schools or basketball club.(4) perfect on-the-job training of coachessystem, and improve the coaches’ bonus and salary properly.(5) be strict with theyouth athletes’ cultural course, they will be detraining and stops competing if theircultural course is poor.(6) provide more and more competition chance, and conductall kinds of basketball training course and summer camp.
