| Poverty alleviation must help the wise,first cure the fool.For poor areas,it is particularly important to give priority to education.Poverty alleviation through education is not only a fundamental way to help the poor and eliminate poverty,but also a fundamental measure to improve the quality of rural poor population and enhance the endogenous development drive of poor population.In recent years,as the government has intensified its efforts to alleviate poverty through education,people in poor areas have gained certain knowledge and skills through education,accumulated human capital to solve poverty and increased economic income.This fully shows that poverty alleviation through education is an important measure to effectively implement targeted poverty alleviation.Qiongzhong of County in Hainan province is a state-level poverty-stricken county,located in the middle of Hainan Province,with a relatively weak educational foundation.Since 2016,Qiongzhong County has taken a series of innovative measures to vigorously promote poverty alleviation through education and achieved good results,which is typical of poverty alleviation through education research.This paper conducts a comprehensive performance evaluation on the results of the implementation of the education poverty alleviation project in Qiongzhong County,Hainan Province from 2016 to 2020,with four levels as the first-level evaluation indicators,namely,the investment of education poverty alleviation funds,the output of education poverty alleviation funds,the precision cooperation degree of poverty alleviation,and the performance of education poverty alleviation.Thus,an evaluation model based on the analysis results of grey relational degree is formed,that is,grey relational degree evaluation model.Taking policy objectives and requirements as reference value,using entropy weight method,using SPSSAU software to calculate the grey correlation coefficient,and then indirectly using Excel to calculate the grey correlation degree,on this basis,directly using the grey correlation degree in the evaluation index system to sort.To illustrate the performance of education poverty alleviation in Qiongzhong County of Hainan Province and the overall contribution of key work in all aspects to the overall performance of the region.Finally,in view of the above research practice results and found that the main problems,respectively,puts forward how to continue to focus on strengthening the county rural teachers specialization construction,open to fit the current actual for the economic development of county education high-quality vocational education courses or training meets the needs of local talent,increasing the service efficiency of government education funding for poverty alleviation and other key policy measures and countermeasures,So as to further promote the education poverty alleviation work in Qiongzhong County,Hainan Province,and actively provide relevant reference experience for the practice of education poverty alleviation in other areas of our province. |
