In recent years, against the backdrop of building innovation-oriented country, themanagement of innovative talents of science and technology, especially young talentstreated as reserves of science, have been paid great attention by the state and thegovernment. With a series of special plans supporting young talents, national project“thousands of talents”,"973","863", National Natural Science Fund, issued andimplemented, some local governments have also introduced some young talentstraining plans with the characteristics of their own. Such as management practices ofscience and technology new star promulgated and implemented in1993in Beijing City,Special plan of Shaanxi province to cultivate Youth Science and technology new star,began to establish in2009.At present, in the study of theory, many scholars focus on the study ofrecommendations of management policy and training scheme of innovative talents ofscience and technology, in the empirical study, many scholars pay attention to theconstruction the index system of the innovative scientific talents and the evaluation oftalents, there are few literatures focusing on the structural dimensions of this group, andthe correlation between different dimensions. And treat this as a theoretical basisfor training talents and managements. In order to study this problem further. The studyof this paper uses so many methods comprehensively, such as literatureanalysis, in-depth interviews, content analysis, questionnaire survey, and so on. Conductthe theoretical and empirical study by means of structural equation model and someother technical means.
