With the coming of knowledge economy, The development, utilization and managementof science and technology talent resources has become the key factor of human and socialdevelopment. In recent years, Xinjiang technology talent interprovincial inflow and outflowbecoming more balanced, inflows continued to increase and the outflow trend slowed down.However, the loss of scientific and technological personnel are still serious and the density ofscientific and technological personnel are continues declining. For this reason, this paperstudy on influence factors of the Xinjiang science and technology talent turnover intention.this paper has carried on the summary and the analysis theory of talent drain willingnessin China and abroad, and designed the factors affecting the willingness to Xinjiang scienceand technology talent loss model combined with the specific situation in Xinjiang, the loss offactors will influence the Xinjiang science and technology personnel are divided into threecategories: personal and organizational factors, personal factors, and social environmentalfactors, and the various influencing factors were the qualitative analysis of the related theory.In order to conduct an empirical research on this model, we were on the basis of theexperience of domestic and foreign classic scale and designed the questionnaire and carriedon the investigation to the Xinjiang science and technology talent. Then we performed crossanalysis, survey data, factor analysis and structural equation model, the significant analysis ofeach influencing factor loss will influence on Xinjiang science and technology talents,studyshows that,(1) Science and technology talent loss with age, length of service, educationintention, titles and occupation type significantly related, has no significant relationshipbetween sex and marital status; Leadership and management, ecological environment,expertise, medical and health conditions, social security, title/promotions are main factorsinfluencing technology brain drain;(2) job satisfaction, organizational commitment, quality oflife and social environment condition is the main mediator effect of technologic talentturnover intention, and job satisfaction turnover intention and interpretation of scientificpersonnel in the higher than that of the other three intermediary variables;(3) Relativesresponsibility and quit tendency plays important roles in the regulation of the technologictalent turnover intention.Finally this paper analyzed the conclusion of the investigation research, and puttedforward five countermeasures according to the Xinjiang science and technology talent losingsituation,(1) To improve the treatment of human resources, occupation development needs oftalent.(2) Improve the talents policies, good talent;(3) To develop local talent in science andtechnology measures to local conditions;(4) To provide different service for different groupsof people, humanization, personalized management of scientific and technological talents(5)Pay great attention to the establishment of occupation career development plan of science andtechnology talents, and give full play to the initiative of talents of science and technology.
