Special education students and ordinary primary and secondary school students in the aspects of cognitive development, physical development and motor development has a significant difference. With the "compulsory education project" and the "mainstreaming", the national special education curriculum reform tide lifted, and the optimization lesson is an important strategic breakthrough. Use of educational action research method, questionnaire and on-the-spot investigation, teachers and existing sports curriculum of Shenyang special education schools were studied. On the basis of the five special education schools in Shenyang city conducted a pilot study of physical education curriculum to adapt to the low grade, and carries out the experiment for a semester in one of the pilot schools. Conclusions of the study are as follows:The present physical education curriculum of Shenyang City special education school’s situation was just passable, curriculum materials for use in school-based and more to learn from its school textbooks and teaching materials are mainly small Cape, there are many unreasonable problems in setting, movement law of development of the teaching content choice to follow the students with mental retardation, simply to track and field teaching, emphasize skill acquisition.The professional quality of Shenyang City special education school physical education teachers also need to enhanced, they need to be: understanding of the characteristics disability characteristics; the use of motor development assessment tools; aware of the lack of teaching material of current curriculum; Professor of disabled students experience and understand the operation management skills in areas such as the need to expand more knowledge. At the same time, whether it is physical or non physical education teachers for the teacher to students with disabilities in general self-efficacy is higher, and that they can contains physical activity, elements of the game into the teaching curriculum, which is for adapt to the test of physical education curriculum is particularly important.According to the theory of human development and adaptation of action theory, in the city of Shenyang special education school professional background and basic background of physical education teachers to adapt to the low grade of physical education curriculum test, after one semester experiment has validated the rationality and the implementation of the curriculum framework, promotion of inference in special education schools in Shenyang city for a certain range, but the most important is the implementation of the curriculum for physical education teachers professional level requirements.
