The national Higher Education Admission System is the significant part of our country’s talent selection system. The result of the system has a huge impact on the success of foundation education and plays a key role in the evolution of the society. It seems impossible to launch initiatives which promote people’s benefits without despairing anyone’s benefits. The questions were caused by trying to solve all the questions of the admission by one-time examination. So if we want to tackle the problem properly, we must change our mind first. From what has been discussed above, the paper tries to propose a scheme of reform to evaluate the students.The first part of the paper tries to clarify the conception concerning the Higher Education Admission System and explains the process of the system, which will be the foundation for the next analysis.To find out the ideal Higher Education Admission System the second part of the paper takes the problems existing in the system into consider and tries to discover the reason. First, there is only one simple way to choose candidates. Second, the text values too much on the intellectual education. The system is not helpful to promote students’ all-round growth. The method of system poses too heave burdens on students and will kill students’ interest in learning, which makes students lack belief and misleads education deviating from its essence. Questions such as the unfair mark levels over which students can enter different levels higher education schools, etc, challenge the fairness of the examination. The result behind these questions can be given as follow: In the social transformation, the method of examination can not adapt to the change of the society. The way of examination can not meet the need of the higher education, when in enter the mass higher education epoch. People from all walks realize the importance and the urgency of the revolution, but reluctant to take effective initiatives.In the third paragraph of the paper, we try to build the reform system and to find out how to implement it. Distributing the resource of university fairly, keeping the proper balance between fairness and efficiency, distributing the major in an effective way. The revolution tries to evaluating students by three independent examinations. The first time of the examination called the University Entrance Examination. The examination is designed to protect the fairness of examination and guide the healthy growth of the foundational education and the all-round growth of the students. The second time of the examination called the College Entrance Examination which is on the purpose of considering the power of the university autonomy power of the enrollment of the university and students’ personality. The college makes the text all by itself. The students choose the college freely. The third time of the examination called the Major Entrance Examination which combined the way of written text and interviewing. The reform is to use more rich methods to satisfy the need of all aspects and try to solve more questions under the condition which causes fewer defects.
