Research On The Evaluation Of The Utilization Efficiency Of Scientific Research Funds In Colleges And Universities

In today's world,colleges and universities,as the cradle of training high-tech talents and the main force in the field of scientific and technological innovation,have laid a solid foundation for promoting the development of science in our country.With the vigorous implementation of the national strategy of rejuvenating the country through science and education and the strategy of innovation-driven development,our country pays more and more attention to scientific research and higher education,and the investment in scientific research funding of higher education institutions has also increased substantially.However,some problems of the utilization efficiency of research funds in colleges and universities are also exposed.Therefore,it is very necessary to carry out in-depth research and analysis on the relationship between input and output of scientific research funds in universities.This paper uses the DEA method to build the model from the perspective of input-output,takes the scientific and technological data of 57 universities in the year between 2009 and 2016 directly from the Ministry of Education as a sample,analyzes and evaluates the utilization efficiency of scientific research funding in the static and dynamic method respectively.The conclusions are as follows:(1)The utilization efficiency of scientific research funds in colleges and universities from the year of 2009 to 2016 is declining;(2)The distribution of scientific research funds in universities in the eastern,central and western regions of China is uneven.The difference between the scale of investment and production is obvious;(3)Scientific research in universities in China is not connected with the market,and it is difficult for industry,university and research to integrate deeply.It also proposed suggestions in order to let the heads of relevant departments of higher education know about the utilization efficiency of scientific research funds directly under the Ministry of Education from the year of 2009 to 2016 and improving the scientific research policies and research funds management system of higher education institutions;meanwhile,it also provides a powerful basis and reference for the allocation of research funds for universities in China's educational and scientific research departments and promotes the implementation of innovation-driven development strategy of our country.
