The new round of curriculum reform practice in the world shows that only if a teacher puts the concept of curriculum reform into practice,there will be more effective to the education or school’s reform,therefore how to improve the quality of teachers becomes a national priority. With The rapid development of knowledge and information in oday’s world, the replacement rate is faster than ever before,so the key of how to improve the teacher’s quality is whether a teacher can build a concept of lifetime learning and find a way to improve his/her self-profession.Teacher Professional Learning Community is a team composed by education practitioners with a common vision whose core culture is to share knowledge and learn cooperatively to meet the requirements of self-seeking professional development of teachers. It is an effective way of teacher professional development proved by many countries through the practice and has been promoted and applied by the countries in the world. China has a large primary and secondary school teachers,but the quality of the team’s development is uneven which is mainly reflected as:widespread knowledge imbalance, lack of capacity from teaching; entry qualification requirements low, less job opportunities; lack of professional ethics and other issues. The situation of teachers’ professional development is grim. In the specific discipline of teachers’ professional development, the development of the traditional exhibition industry self-centered history teacher is facing serious challenges which is caused by the text of the social atmosphere of light weight management; students’ not liking a history lesson such as history and reality of the new curriculum Reform advocates co-operative teachers’ professional development and other factors. In view of this, constructing a high school history teacher professional learning community approach to promote the professional development of teachers in the history of our country has become the only way to improve the quality of history teachers nowadays.The articles is divided into six parts for building a regional high school history teacher professional learning community to discuss this issue. The first part of the article is an introduction which discusses the cause, significance, research ideas, methods related to the research in domestic and international. The second part focuses on the definition of professional development of teachers, regional, teachers’ professional learning community and history teacher professional learning community concepts.. In the third part, the author combs some representative regional significance of Teacher Professional Learning Community practice mode in domestic and international such as:the Teacher Peer coaching, "Critical Friends Group", online teacher professional learning community, "U-S collaborative professional learning community", Education Group, Teaching and Research Group and so on in order to build a high school history teacher professional learning community in present situation of China’s education for reference. In the fourth part, we can understand the status of development of high school history teacher professional learning community in south part of Hunan province. The fifth part of the article provide the construction strategy to the issues of history teacher Professional Learning Community Development in south part of Hunan province from three aspects: the government policy support, the school environment and conditions for the protection of human resources, mechanisms history teacher professional learning community. The last part is the conclusion of the article for general summary of the articles.
