Virtual learning community (VLC) has been recognized as an effective way of teachertraining. Manyteacher training projects are put into practice with virtual learning community.For instance, the international project FlatClassroom, the ILF project from USA and theTeacher's Network project from Singapore. However, few researches focus on the problemhow the VLC can be better constructed and maintained in order to support synergeticdevelopmentofregionalin-serviceteachereffectively.This paper is a design-based research on the construction of VLC for synergeticdevelopmentofregional in-serviceteacher. Ihavestudiedtheoverallframeworkofthevirtuallearning community under the guidance of Community of Inquiry model in a static view; Inthedynamicperspective, Ihaveexploredtheoperatingmechanism andmanagementpolicyofvirtual learningcommunityunderthe guidanceof SECIknowledgetransformation theoryandC4P framework. I take Survey Research Method, Social Network Analysis and ContentAnalysis in my research. The detailed process of the research and main content of eachchapterareasfollowing.Chapter1isexordiumsection.Idepictthebackgroundoftheresearchatthreelevelsfirst.Onthisbasis,Igivetheprimalproblemsandsignificanceofthestudy.In chapter 2, I complete my reaearch design after the VLC fundamental theory andconstruction practice are sorted out. In this process, I define the core concepts, give a cleardirectionandthinkingofmyresearch.AlsoIdeterminetheresearchmethods.In the third chapter, I design the overall framework of the virtual learning communityundertheguidanceofCommunityofInquirymodel.WiththehelpofMoodle,BBSandBlog,I put my design into practice. At last of this chapter, I analyze the application effect of theplatformandgivesomeadvice.Chapter4isthecoresectionofthispaper.Accordingtotheresearchdesign,Iexploretheoperating mechanism and management policy of virtual learning community under theguidance of SECI knowledge transformation theory and C4P framework in this period. Onthis basis, I analyze the essential atribute and interactive features of the virtual learningcommunity. At the end of this chapter, there are conclusions and some advice for improvement.In the final chapter, I review the process and conclusion of my research. And then sumuptheexperienceofthestudyandgiveareflectionofmyresearch.Atlast,Igivesomeadvicetothefollow-upstudies.
