The Research On The Development Plan About Higher Education In Thailand

In today’s society, economic development cannot do without the development of science and technology. Science and technology is the fundamental force of long-term economic development. However, higher education in the development of science and technology play a key role. Higher education has become a kind of popular education in the world, but, the popularization of education does not necessarily mean that the quality of education will improve. It may decrease because of the expansion of education groups caused by demand. Since the middle of the twentieth Century, countries all over the world are looking for ways to improve and perfect the methods and ways of the quality of the development of higher education. In the twenty-first Century, this problem is particularly important. With this background, higher education has been more and more a concern and called for more attention in Thailand. This has been through the Thailand implementation of "higher education development plan (2012-2016)" whose main purpose is to improve the quality of higher education and to promote development of higher education.This article uses the literature review, interview and comparative document analysis methods to conduct the study. The focus document was "Thailand higher education development plan (2012-2016)" which gives the introduction of the background, basic content, main characteristics, specific implementation and the "higher education development plan (2012-2016)". The implementation status was focused at Ubon Ratchathani Rajabhat University as the case study used in the implementation of the planning process and effectiveness. On the basis of this, we come up with suggestions on how to further improve "higher education development plan (2012-2016)" options.The study results were that; "Thailand higher education development plan (2012-2016)" is the major backbone of political, economic, cultural, social and education development. It consist of five aspects which include the content of course, the goals and indexes of education, performance in the long-term, cultivate international talents; combined with the situation of the country, pay attention to culture and emphasis on moral development with the development of higher education to improve the supporting policies. In order to ensure better implementation of the plan, the government set up the functions of the body, the rating agencies, set up a special investment fund and the phased goal. As a result, at Ubon Ratchathani Rajabhat University in the process of the implementation of the plan, curriculum and teaching, the scientific research and innovation has made progress, but there are still insufficient. This is in terms of the rationality of the structure of higher education in Colleges and universities management, mode and method of Education Science, lack of centralized management, the construction of teachers’ team is not perfect etc. Therefore, in order to improve the "development plan for Higher Education (2012-2016)", there is need to promote the rationalization and upgrading the structure of higher education; focus on the introduction of outstanding college education pattern and the education method; relaxation of centralized management, improve the autonomy and spontaneous of higher education; strengthen the construction of teachers’ team and improve the quality of personnel training.
