Typhoon is frequent, affecting a wide range of features.It is one of the worst natural disasters in the world and produces great economic losses and human casualties, and causes a series of psychological and Behavioral responses. Emergency management work focused mostly in the past from the perspective of risk management department to take measures for disaster mitigation and relief, ignoring the public’s subjective role in disaster, risk perception and coping behavior in less attention from the public, which exposed some flaws in disaster emergency. Typhoon which has a certain degree of predictability is different from an earthquake of such natural disasters. Knowing when the Typhoon about to hit, how the public risk perception, what kind of response they would take actions? These problems are brought to the author’s research interests.Previous researchers mostly dedicated to describing the characteristics of risk perception and theory development framework.and the combination of risk perception and typhoon disaster in the research literature is not very great. From the micro-level, there are very few literatures that systematically explore public risk perception and its impact on behavior in the Typhoon. Therefore, this paper of empirical study on the relationship between public risk perception and its antecedent and consequence variables,makes useful suggestions and comments for the government to carry out effective and targeted assistance.On the basis of a large number of literature reading and analysis, this study established the concept model of public risk perception.Later, this study questionnaired part of coastal public, and these laid the further foundation for further research.Then,this study conducted the formal questionnaire survey of 274 persons adopting the method of convenience sampling, and analyzed and discussed the relationship between public risk perception and its antecedent and consequence variables using internal consistency analysis, exploratory factor analysis, confirmatory factor analysis, correlation analysis and structural equation modeland so on. The results show that:reflected consequences severity of information has significant positive effect on risk perception; trust degree has significant negative effect on risk perception; risk of control degree on Typhoon has significant negative effect on risk perception; risk perception level are to effect active coping behavior, and avoided coping behavior, negative to effect adventure behavior; control sense on risk event has significant negative effect active coping behavior, avoided coping behavior,and positive effect adventure behavior. Finally, this research offered some targeted management suggestions and countermeasures for the government departments according to the results of the empirical research.
