Research On The Standardization Management Of The Government Procurement In Universities

With the continued government efforts to increase funding for universities, the university continues to expand the size of the school, all kinds of materials procurement volume also increased, the government procurement management in universities has become an important part of China’s government procurement. The universities procurement is a very specific and complicated systems engineering, if there hasn’t a series of scientific and standardized procurement management system or a strict procurement procedures, the procurement will inevitably disorganized, and this will not only easily cause the loss of funding, but also cause the material equipment procurement blindness, anomic, bring unnecessary economic losses and even negative effects for the development of the universities. The standardization management of the government procurement in universities directly related to the efficiency of the university procurement, and also related to the ability to achieve the goal of "The Openness, Fairness and Justice" of "The Sunshine Project". How to regulate the behavior of the government procurement in universities, improving efficiency in the use of the financial resources, promoting clean government, is the subject of the current research focused in the purchasing department of the universities.This article based on the practical experience of the government procurement in universities in recent years from the author, and take the standardization management of the government procurement in universities as the research content. First, This article starting from the concept, the features and the basic principles of the government procurement, and based on the public management theory, the transaction cost theory, the rent-seeking theory and the game theory as a guide, fully demonstrated the relevant theoretical basis of the government procurement. Then, carried out a detailed assessment of the development status of China’s government procurement in universities, introduced the particularity of the government procurement in universities and the significance of the implementation of the government procurement, and also taking the practice of the government procurement in Fujian Agriculture and Forestry University as a typical university procurement case, pointed out the existing problems in China’s government procurement in universities, and analyzes the reasons for the existence of the problem. Finally, This article propsed the countermeasures and suggestions to normalize and improve the management of the government procurement in universities, put forward constructive suggestions and practices from several angles at the policy level, the operational level and oversight mechanisms.In a word, this article tries on the basis of the existing research results, through the further research on the management of the government procurement in universities, combined with the author’s experience in the government procurement management practice in recent years, research and explore the standardization and institutionalized management mode, to promote the sustained, healthy development of the government procurement in universities, so that the work of the government procurement in universities become a real "The Sunshine Project", and to provied a better service for Our teaching, scientific research and the social.
