Research Of Livable Population Size Of Small City In China Based On New-Type Urbanization

After the Third Plenary Session of the National Congress of the Communist Party of China, the small cities usher in a new development opportunity, but also face new challenges. As a key task of urban construction in our country, building the livable city should be paid attention to by the small cities. It is very important to improve the livability of small city.The thesis measures the status of the city-size distribution in our country by using the rank-size rule, and gives out the conclusion that the city-size distribution is unreasonable. The quantity of small cities in our country is less, and the size small. The level of economy in small city is low, and the public service capacity of the supply is weak. The livability of small city is weakened by the factors above, and the competitiveness is weakened, too.By sort out the data of the livable city ranking from 2005-2014, it shows that the livable cities are distributed in the coastal area where the economy is highly developed and the public service capacity is high. The population of the livable city is concentrated between 1-3 million. There are only 4 cities that have been named as "The Top Ten Livable City". So improving the livability of small cities has significant importance.The thesis gives out a city-population function on the economy size, the public service capacity of supply and the investment size in the condition of constant returns to size. The function is based on the Cobb-Douglas production function. Combined with the definition of population density, the population function could be switched to the population-density function, whose factors are economy size, the capacity of public service supply, and land size. Then use the 38 cities which have been named as "The Top Ten Livable Cities" twice more, as the samples to estimate the population and the population density function by OSL linear regression. And then apply the function to the 48 small cities whose population are less than 500 thousand, so that the livability population size comes out. Compared with the real population size of the small cities, the estimated population is larger, and the potential of these cities has not been used to the most.So the small cities in our countries should take real action to expend their population. At the same time,these cities should strengthen the construction of economy and soft power, preparing for the populace increase.
