| School Sports is the fundamental to the Chinese sports and it ensures the population to participate in the sports, and it is also the stress of physical education. On March 12 th, 1990, the State Education Commission of the People’s Republic of China the No.8 and the State Sports Commission No. 11 issue the School Physical Education Regulation, which aims at ensuring the school sports activities successful going, besides, promoting students physical and emotional growing. State Department approving the School Physical Education Regulation is the basic principle to guide the work of school sports, and it is also the significant paper to standard the school sports, what’s more, it is the effective measures taken to fully strengthen the development of the school sports. The paper has already been carried out 24 years, however, there are many problems still existing. Such as, PE classes are occupied or PE classes are randomly stopped, even the time of extracurricular activities is usually ignored. therefore, we should pay much attention to the School Physical Education Regulation. Implement the policy of education to promote students physical and emotional development.Firstly, apply to many methods, like document-data method, questionnaire survey and mathematical statistics to look into the situation of carrying out the School Physical Education Regulation. Meanwhile, make the survey from five aspects: physical education, physical activities competing, P.E. teaching faculty, gym facilities and funds, and Guide-supervision System. Then, analyze the problems of process in the performing, including:1.Lack of educational publicity,the main element of lacking the awareness of performing the School Physical Education Regulation.2.Lack of the practical effect of the educational laws and regulations in Changchun, making the School Physical Education Regulation short of driving force.3.The puzzle of injuries identification about students campus sports, which is the worries about the School Physical Education Regulation.4.Lack of the sports facilities and the gyms area is not enough, which is the limit of the School Physical Education Regulation fulfilling.Conclusion:1.physical education:86% high schools reach the compulsory time, except Yushu and Nong’an, which only having 30.6% schools could completed the two times of eye exercises. While Yushu has five schools and all of them could insist on doing eye exercises twice a day, therefore, students’ eyesight is rather good.2.Physical activities competing: 80.6% schools can organize at least one hour physical activities. 72.3% schools can hold sports meeting in the spring or autumn. Almost all the schools can organize 1-3 or 3-5, but there are also some traditional physical schools organizing more than 5 times individual competitions.3.P.E. teaching faculty: 80.6% schools are equipped with standard number of teachers, of which the best is Changchun No. 11 Senior High School. 77.8% schools have the relatively valid teacher professional titles. But the Gender Distribution is not very good. About half of the schools have less female PE teachers, which is the major problem in Changchun high schools. Besides, 97.3% schools have relatively reasonable degree structure. 66.7% schools can organize continuing study regularly.4.Gym facilities and funds: nearly 50% schools don’t have indoor gym, almost all the schools have outdoor gym or track and field in different sizes. While Changchun No.136 middle school neither has indoor or outdoor gym, nor does track and field. Changchun No.17 doesn’t have indoor gym, but it has a 2000 areas outdoor gym and a 1000 areas rubber track and field. There are 2361 students in this school, and students have quite limited room to employ, so it is hard to meet the quality of physical activities. There are 13 schools reaching the standard of physical teaching aids, making up 36.1% in total. 27 schools don’t have enough species and sum of teaching aids, which consists of 75.0% in total. 69.4% schools couldn’t meet the funds of the gym facilities.5.Guide-supervision System building: only 66.7% schools build all the students healthy files.55.6% schools can cultivate and assess regularly. Most schools are irregularly and have no system in the process of guide-supervision system. Apart from Kaoshang Middle school in Nong’an, this school not only carries out Changchun educational healthy system but also has its own healthy system and regulations that are very regulatory and systematic.At last, put up some suggestions:1.Strengthen and improve the building of local regulations.2.Set up perfect guide-supervision system and accountability about actions.3.Adjust schools running scale according to the schools’ software and hardware resources. |
