In order to transform the weak schools effectively, promote basic education equalization and reflect the equity in compulsory education, some superior schools are entrusted to take over the weak schools from 2005 in Shanghai. Since the fall of 2007,the Education Office of Shanghai has started up the working model of "mandatory administration promotes intension development of compulsory education school in suburbs" three rounds. That is, the Educates Facilitating Agencies or the superior schools take over the weak schools in the suburbs and have achieved certain results.In other words, the mandatory administration is a new attempt of the school organizational change.This issue selects the J primary school in Shanghai as the case, and uses the organizational change theory, the principal-agent theory as the basis. The author explores the effectiveness after the mandatory administration, as well as how to effectively maintain. According to the study design, the author gets a lot of first-hand research data through observations and interviews. Based on the theory of organizational change, the author shows the effectiveness of the J primary school after mandatory administration from five latitudes: school management, teaching and research, development of teachers, school culture, community building.Summarizing the effectiveness of the mandatory administration, this issue illustrates how the J primary school continues its good momentum of development,and uses educational resources alliance to maintain its performance in the "post-era of the mandatory administration" from the two aspects: practice on itself, practice with others. And, according to the whole process of the mandatory administration, this issue illustrates the shift in thinking, practice foundation in the "post-era of the mandatory administration" from the perspective of public governance.
