In recent years, along with the increase in state invest in elementary education, hardware disparity among schools in different regions has already obviously reduced. However due to various historical or realistic reasons, it is a true fact that these schools are obviously overly different in software conditions, which include teachers, quality of teaching, educational administration. Not only in Shanghai, but also across the whole country, particularly during compulsory education period in rural areas, the schools with good hardware are empty, while schools with software advantages in urban districts or the old downtown areas, which are known as"famous schools", are overcrowded. Undoubtfully, the shortage of good educational resources (mainly refer to software such as teachers and management) is the real reason of this problem. To solve this problem, from 2007, the Shanghai Municipal Education Commission started to promote the mandatory administration pattern to advance the connotation development of suburb schools for compulsory education. In the first stage of the work, 20 such schools were chosen, in which the mandatory administration has been put into practice. This article mainly selected three weak countryside junior middle schools in Jinshan District of Shanghai, which participated in the first stage of the work, to investigate and to analyze the advantages and disadvantages of this mandatory administration.Mandatory administration is new to educational field in Shanghai or even across the whole country; it is a road never traveled on before. As a practical work chiefly focusing on utility research primarily, it mainly involves core concepts such as"mandatory administration","areas schools being supported","management side","schools being supported"and so on. The article attempts to define these concepts more precisely and demonstrate clearly the mandatory administration work of the three schools mentioned above through research techniques of literature search, comparative analysis, case analysis, observational interview and reconsideration summary. The focus is on the interactive relations between management side and schools being supported in the school mandatory administration field. Seeing through complex, or even trivial, daily activities, the article clarify mandatory administration, displays the development situation of it, and reveals the challenges and difficulties confronting this work of Jinshan District. Referring to the researches on specially permitted schools in US and"the education motion area"plan in Britain, this article also compares reality relational mode of mandatory administration to the ideal relational mode so as to clarify the direction of improvement and development. The countermeasure to the discourse power predicament of management side, the tentative organization storehouse plan of the provider, the expectation on laws related to mandatory administration, the emphasis on reasonable incentive and suggestions like deepening teacher development are all rational adjustment measures with general features based on the different types of the schools. The article tries hard to provide reality reference for organization participating in mandatory administration or policy-making departments of the government, so as to facilitate the preciseness and scientization of the following management and decision-making and eventually to promote the development of the schools being supported.
