In recent years, with the increasing demand for professional, an applicative talent in ourcountry, vocational education has became one part of education system in China and isincreasingly playing an important role.“Vocational education law of the People’s Republic ofChina” was the first law of vocational education. It has provided an opportunity and legalguarantee for the development of vocational education. In July2010,"National medium andlong-term educational reform and development program (2010-1020)" further pointed out: thedevelopment of vocational education was the important way to promote economic development,promote work force employment, improve people’s livelihood, and solves three agriculturalproblems. The development of vocational education was also a key points for ease work forcesupply and demand contradictions. So we must highlight the development of vocationaleducation.With the rapid development of vocational education, the numbers of vocational schoolteachers and students has increased dramatically, and the scale has been expanded gradually.This raised new taller requirement to administration job of vocational school. Because manyvocational schools were new or rebuilt by non-professional school, management system still useoriginal system, and managerial staff lack of regularity understanding of vocational education. Atpresent most vocational school administrators came from non-management professional, and thenumber of administrators who graduated from educational administration major or related fieldsis small. Most of the non-management professional administrators has not been systematiclearning and training of the management foundational theories and modern managementknowledge of vocational education, or did not have the necessary knowledge structure of modernadministration management position. These problems restricted the enterprise wholemanagement level promotion.At the moment, the administrative systems of vocational school were unsound andunscientific, and still existing many problems, such as: respective duties and powders ofadministrative departments too wide. The administrative power played an important role inacademic affairs decision, even exclude academic right. Administrative department conceptoutdated, management rigid, and lack of regularity understanding of vocational education.Administrative management was marked by overstaffing, organizational overlapping,responsibility overlapping, responsibilities unclear, and mutual prevaricating when questionsoccurred. Administrative personnel management idea obsolete, management ability and leveldifference, low efficiency and so on. These problems have serious influence in quality andefficiency of administrative management, and restricted the development of vocational schools. So reform to the existing administrative model of vocational school would be necessary. We cansatisfy requirement of vocational school development by enhance the efficiency ofadministration, and strengthen the administrative management system.Based on introduced administration efficiency Comprehensively, the papers combined withthe characteristics of vocational school and my experiences in administration, presented acomprehensive analysis of the administrative management system and the administrativeefficiency, and then puts forward some innovative improvement measures, the measures are asfollows:(1) Update management concept was the premise for improve the administrativeefficiency. The key to improve work efficiency was established people-oriented managementconcept, fully mobilize and motivate the administrative personnel’s enthusiasm and creativity.(2)The operation subject and power to improve the efficiency of the administrative managementwas establish a scientific and perfect management system, including establish competitionmechanism, establishing incentive mechanism, establishing the dynamic evaluation mechanism,establishing the supervision mechanism, establishing the mechanism of rewards and punishmentsand establish feedback and use mechanism.(3) vocational school was considered to adoptscientific management model which combines by rule administration, scientific management andart management, and make this complicated administrative management standardization,programmed, scientificalization and artistic.Through the exploration, research, reform and innovation of the management, establish ascientific system which full of competition, motivation and dynamic. It would promote theadministrative efficiency construction, and promote students’ synthetic development, andeducates skilled professionals.
