Like other public goods,non-excludability and non-competitiveness are characteristics of education.Everyone has the right to receive education and nobody can exclude others from consuming the product.In our country,rural education is an issue which gets a lot of attention.Due to the limited rural conditions,the education infrastructure in rural areas lags far behind the city,as is the case in the Jiawang District of Xuzhou.In China's rural areas,education mainly includes early childhood education,primary education,and secondary education,the development of which directly affects the development of the whole education system.Its product feature of public goods also determines that in the process of educational public service supply,it should be given priority to.Educational public service is an important part of the public service category.How to solve the imbalance of education resources and the inequality of educational public service between urban and rural areas is an important topic which the current government of the Jiawang District should face.Getting rural children to enjoy better education resources and better public services is an urgent problem for the government.With the advance of the modernization of the city,the government of the Jiawang District has faced many new problems on the rural educational public service supply.The main purpose of this paper is to study the problems in the rural educational public service,based on the specific situation in Jiawang District.Learning from the experience of other regions at home and abroad,the author puts forward suggestions to improve the rural educational public service in Jiawang District,which can also provide reference for the development of the rural educational public service in our country.This paper is divided into six parts.The first part is to illustrate the research background and significance,to elaborate the research thought and methods,and to sort out the literature at home and abroad.The second part expounds systematically the related concepts and theoretical basis.The third part,according to the specific situation of Jiawang District,analyzes the current situation of rural educational public service in this district.It also analyzes the current problems in Jiawang and identify the crux of the problem.The fourth part summarizes the experience which can be used for reference in accordance with the efforts made by other parts of the world in educational public service.The fifth part puts forward new ideas for the development of the rural educational public service in Jiawang District of Xuzhou City,from the following aspects,like perfecting the supply function of public service,improving the fairness of educational public service,and establishing a scientific evaluation mechanism for educational public service.The sixth part of the article is epilogue,summarizing and discussing the full text.
