Talent is the most powerful capital to promote social progress, human resource has been about the development of the main aspects of each country attaches great importance to. It is not only the premise of a nation’s progress, but also the important guarantee of promoting the national economic booming. With the strengthening of international competition, human resources attached more comes from the higher education of ascension. Deng xiaoping once said that science and technology is the first productive force, and higher education as an important part of science and technology development, to the effect of the level of economic growth to be reckoned with. In recent years, with the implementation of the system, the higher education has attached more importance in our country, and had certain enhancement. But higher education is not really our desired effect and higher chemical education in China in various areas whether reasonable distribution that we should think of the problem.In China, the eastern coastal areas give priority in opening up, which help them establish a good economic foundation. Absolute advantage resources have been accumulated in terms of the scientific research environment, resources and human resources environment. A certain gap exists in the economic development of each central provinces, as well as their higher education levels. In general, provinces which have better economic foundation or have better radiation function have been established national key universities and colleges. Except a few of universities which have long history and rich cultural connotation, the provincial colleges and mainly under the provincial investment development situation are not optimistic. There is a huge gap existing in the natural resources between the western regions and the previous two regions, especially in the aspect of economy and higher education levels, the western regions are reduced to absolute inferiority. This article expounds the related theory and connotations of the higher education, economic growth, and human capital firstly, and finds the relationship between the three mentioned above. By explaining and analyzing the current situation of the domestic institutions of higher education in our country, the author tries his best to elaborate the driven approach and form that our country’s higher education to the economic growth. At last, through the empirical analysis, the author employs panel data to make verification, and put forward relevant policy-based suggestions.Higher education is the heart of knowledge, and promotes the driving machine of promoting the economic development. This article based on the "quality" and "quantity" of panel data of 1998 to 2013 of 30 provinces and cities in our country’s higher education of the two aspects of about China’s provinces and municipalities to quantify the impact of economic growth analysis. Research found that: First of all, "the amount" of higher education of our country cities pull function of the regional economy is more, but pull effect is not significant. Secondly, the modulus which on behalf of the "quality" of patent number coefficient China higher education had a low rate of significant test. Description "quality" of the Chinese economy as a whole is unlikely to promote the role of higher education. The last,although driving force of higher education for regional Economy of Chinese provinces promoting smaller role. But there are significant differences between east,west and central. Therefore, we need to further strengthen the support of input and output in higher education and excavate the potential of higher education, promoting economic development more effectively.
