In recent years, China’s education is in constant development, the development of pre-school education also attracts the attention of the community. As we all know, pre-school education is the beginning of a life-long education. The pre-school education, which education and care integrated and with high-quality, have a positive role in promoting the early and the future development of children. Establish the standard for kindergartens not only an important means to ensure the quality of pre-school education, but also guarantee all children access to quality pre-school education. Many developed countries have developed relatively more mature and sound standards for kindergartens after years of research and improvement, England is one of them. This paper attempts to consider the standard for kindergartens of the Early Years Foundation Stage- the Statutory Framework for the Early Years Foundation Stage in England as a research object. By analyzing the background of the education policy in England- the Early Years Foundation Stage and the introduction process of the standard for kindergartens of the Early Years Stage, researching the main contents of the 2014 standards, summarizing the characteristics of the standards. On the basis of British experience, put forward a proposal for establishing a national basic standard for kindergartens.The paper is divided into six parts. The first part is a foreword. The foreword states the problem putting forward, the value of the research, concept definition, and literature review and research methods. The second part analyzes the background of the education policy of the Early Years Foundation Stage in England, and explores the world’s theoretical exploration impact, on education and care integration and pre-school education quality, to form the Early Years Foundation Stage. The third part analyzes the introduction process of the standard for kindergartens of the Early Years Stage, to comprehend its forming by integrating the existing pre-school education standards at the request of the Early Years Stage. The fourth part focuses on analyzing the main contents of the 2014 Statutory Framework for the Early Years Foundation Stage, and summarizing its characteristics. The fifth part, through the analysis above combined with the present situation of the pre-school education development in China, to draw enlightenment on establishing the national basic standard for kindergartens. The sixth part is the conclusion summarizes the results of this paper and the prospects for further research.The main research methods of this paper are literature research method, historical analysis, text analysis and comparative approach. Through drawing on the successful experience of England, provide enlightenment to improve the existing pre-school education legislation and to establish national basic standard for kindergarten.
