Cleveland Foundation is the earliest community foundation in the United States, as well as be the most influential community foundation in Cleveland today. It was originated from Cleveland, one of the major industrial cities in the Great Lakes transportation hub in the United States., With the purpose of changing old charitable ways such as private charitable giving and church activities, Fredrick. H. Goff established Cleveland Foundation in 1914. Based on professional and enterprise trust management model, it makes charitable donation achieve reasonable usage as far as possible in a certain area, and benefit more people in a wider scope, as to improve the environment for the community citizens and ease social contradictions and conflicts.Relying on the donation from Cleveland community trust, Cleveland Foundation Committee was established. Learning from social survey mode of Russell Sage Foundation, the committee conducted a wide range of social surveys in Cleveland during 1915 to 1923, among which the survey of public school education, entertainment and justice made great difference. The foundation put forward the corresponding suggestions and solutions to solve those problems arising from surveys, and made improvement in areas of public school education, entertainment construction, community construction, entertainment construction and social justice, which profoundly affected the city construction process in Cleveland in the first half of the 20th century. And this kind of community foundation mode also had a far-reaching influence in the United States and across the world.
