The higher education institutions in China have been placing emphasis on constructing high-level athletes teams. Recent years have seen the increasing investment and construction work, which has not only provided necessary conditions for the development of athletes, but made a way for talented athletes to enter the sports industry as well. The Chinese department concerned has also been prioritizing the construction work of high-level athletes team in higher education institutions and successively promulgated a number of documents and policies in 1980s as guidance for the institutions. Till the beginning of this century, the number of higher education institutions in China constructing high-level athletes teams were more than 200, which considerably advanced the development level of sports industry in China.This paper mainly focuses on the level of high-level track-and-field sports teams of higher education institutions in Inner Mongolia, employing documentary study, expert interviews, logical analysis, questionnaire and data statistics to study the current development of high-level track-and-field sports teams of higher education institutions in Inner Mongolia in order to have an overall evaluation of the level of track-and-field sports of high-level sports teams of university students in Inner Mongolia.The research showed that (1) The key target positioning of the high-level track-and-field sports teams of higher education institutions in Inner Mongolia autonomous region was relatively low, and the institutions applying for the pilot sites were scarce, which resulted in the overall level of sports teams was low. Talented athletes were in the minority that set a larger gap with those track-and-field sports teams of other excellent higher education institutions in China. (2) There were fewer key institutions in this region and lack of influence resulted in the source of the athletes single, so the second-class athletes were in the majority. Also lack of ample attractions for excellent athletes within and without this region caused serious loss of high-quality talents, which narrowed down the recruitment channels. (3) It is essential to establish a complete management system of high-level track-and-field sports teams, making long-term work plans and development strategies. (4) The younger generation coaches with bachelor degrees were in the majority, who had to finish the task of teaching, so it is difficult for them to become professionals. Also the work training for the current coaches was not sufficient, and their ability of combining theory and practice was limited. (5) The academic foundations of the athletes were generally weak and there has always been a clash between academic study and training. (6) The source of training funds of track-and-field sports teams of 6 higher education institutions in this region was single, which was mainly earmarked by the institutions. Winter training was unstable because of fewer track-and-field training halls. Also the sports games opportunity was not sufficient, and the competitive level was not superb within this region.
