Research On The Local Public-Raising Sport Foundations In China

Compared with foreign mature sport charity system, sport charity industry in China is a late starter relatively. Sport foundation is an important part of sport charity industry in China, while local public-raising sport foundation is the main force in the development of sport charity industry in China, which plays an indispensable role in the construction of local sport facilities, the training of local athletes and the publicizing of nationwide fitness program, to makes up the shortage of sport security system. With the methods of literature analysis, interview, case study, and on-the-spot investigation, this research explores the local public-raising sport foundations in China by selecting Shanghai Sport Development Foundation as a case study, summarizes the development of local public-raising sport foundations in China, analyzes its problems in process of development and proposes relevant countermeasures, hoping to provide theoretical basis for the research of sport foundations in China, and to give practical reference for the subsequent development of local public-raising sport foundations.The conclusions are as follows:First, the characteristic of local public-raising sport foundations in China are small quantity, backward development, and uneven geographical distribution, mostly concentrated in the eastern region. At present, our local public-raising sport foundation is appearing "Pareto Split" phenomenon,20% of large foundations control 80% of the resources, and 80% of small foundations only have 20% of the resources.Second, Policies play a directional role of local public-raising sport foundations, and the dual management system is the general principle of managing foundations. Under the confidence crisis of social foundation, local public-raising sport foundations have been facing difficult fundraising situation, but they can innovate sport public-raising model by using social media tools.Third, the fluctuation of donation incomes of local public-raising sport foundations is closely related to the degree of importance of sport of the year. The donation incomes at the year of Olympic, National Games are more than that of other years. Most local public-raising sport foundations have low investment incomes and weak capital operation.Fourth, in recent years, the special fund is the most commonly used public welfare pattern of local public-raising sport foundations.Fifth, in China, local government play a support and supervision role for local public-raising sport foundations, and in the actual work local public-raising sport foundations often regard local government willing as the orientation of its public welfare events, assisted local government to promote local sport undertaking.Sixth, enterprises and social organizations are the main fund-raising target of local public-raising sport foundations. The subjective reasons of fund-raising difficulties from enterprises are due to less controllable resources, lack of fund-raising professionals. In most cases, they can only turn to governmental network.Seventh, local public-raising sport foundations attach importance to strengthen sport public welfare undertaking and to promote local sport in China. The local public-raising sport foundations have far-reaching significance in optimizing sport public service delivery system and promoting the equalization of sport public service in China.
