With the deepening of the new curriculum reform, have appeared in a number of teaching methods, with the passage of time, many methods are not reported and eventually died. The creation of effective problem situations can make more efficient primary mathematics teaching can improve children’s interest in learning mathematics, sense of innovation,and enhance the ability to discover and ask questions, analysis and problem-solving skills and also allow students in learning mathematics from close to identify problems in their lives and through their own thinking to solve problems in the teacher’s guide, the acquisition of knowledge, and then the acquisition of new knowledge to new situations. Children will be able to apply what they have learned to the next life, work and study. This is the "new elementary school mathematics curriculum standards" course objectives advocated, the urgent need of teaching, so the creation of effective problem situations using mathematics teaching in primary schools is worthy of further study.This paper mainly uses the literature research method and questionnaire investigation method, in the light of the creation of the status quo in primary mathematics teaching effective problem situation, and the analysis of the real reason, countermeasures are put forward to make more effective use of creating problem situation in primary school mathematics teaching.Firstly, the creation of effective problem situations related concepts are defined. Secondly, the creation of effective problem situations expounded the basic theory, there are constructivist learning theory, ZPD theory. Again, in order to understand the creation of the status quo in primary mathematics teaching effective problem situation, to a primary school students and teachers conducted a survey. The survey result of indicate some problems of creating effective problem situation of primary math teacher: the basic characteristics is unclear, fuzzy cognitive theory, the lack of "sense of responsibility". Finally, it provide the strategy and advice of the relevant the problem in phenomenon by analyze primary school grade math teacher excellent teaching cases about creating effective problem situation, and are listed in appendix during the internship design for this study an instructional design.
