In order to adapt to the tendency of social development and the direction of times progress, an elementary education new curriculum reform has wildly launched in our country, teaching materials reform is a indispensable task in this reform. Therefore, it is necessary to find the differences between new and old textbooks, by means of the comparative study of ideological and political textbook in senior high school before and after the new curriculum reform.This article from the new curriculum reform before and after the two versions of the teaching material of writing teaching idea and the basis, the content of the teaching material, teaching material’s presentation, the implementation of the teaching process and teaching material according to the characteristics of both in the comparison. By comparison, the old teaching materials on writing idea realized by teaching material as the center to learning as the center to, from teaching materials to teaching material teaches to, from the bible to the paradigm of steering, the teaching material is the only curriculum resources to the basic curriculum resources of teaching material is.
