In modern education, the teachers’ teaching ability will directly affect the classroom teaching effect and teaching quality. This paper mainly divide teaching ability of teachers from two large dimensions, namely the general ability and characteristics. The general ability includes two aspects of teaching design ability, teaching implementation ability and teaching assessment ability and core ability and the ability of teaching reflection ability to adjust to changing circumstances, teachers and teachers’ interpersonal communication ability and the ability of exogenous; Characteristics include three aspects combined with the rural life and the education teaching ability, integration of local culture in the education teaching ability of primary school in rural, school-based curriculum development ability etc..This research through the way of questionnaire survey, seeking information on villages and township primary school teachers’ general ability and characteristics were investigated in detail. The survey found that subject teachers’ teaching ability were significantly lower than that of class teachers in rural primary school; Difference teaching ability level of township and village region primary school teachers varies a lot; The formal establishment of rural primary school teachers teaching ability than other types of preparation of teachers; Rural primary school teachers’ teaching reflection ability has some problems. Aiming at these problems, the author respectively from the identity of teachers, educational attainment of loss and the lacking of the awareness of professional development of the weak aspects of individual factors analysis; From the school subject teachers, student factors and school management mode and other aspects of the analysis of school environmental factors; From the teacher’s social status, whether the parents support teachers’ work and the type of teachers’ preparation and other aspects of the analysis of social environment factors. In view of this, the author put forward the following strategies: in the level of teachers to form the teachers cooperative community, teaching reflection and timely; At school level, to actively introduce senior teachers guide, attach importance to teacher’s on-the-job training, strengthen the scientific research atmosphere, the establish teachers’ evaluation mechanism based on practice; At the social level to strengthen the parents’ resource library system, supervision system, evaluation of rural primary school staffing system, financial support system in rural primary school.
