Research On The Transference And Continuation Of China’s Basic Pension Insurance Relationship

In recent years, China has formed the social pension insurance system which mainly contains urban employees’ basic pension insurance, administrations and institutions’ staff retirement system, new rural social pension insurance and urban residents’ social pension insurance. However, the “fragmentation” and “regional” of system severely restrict unconfined movement of labor and the integrated development of urban and rural. On the other hand, the existing policy cannot fully solve the problem of pension insurance relationship’s transference and continuation so far under complex background of urban-rural dichotomy, rich-poor gap, regional benefit game, and so on in China. Therefore, it is absolutely imperative to improve the system design, and achieve smooth transference and continuation. After 2014, China began to reform the administrations and institutions’ basic pension insurance, and explore the combination of urban and rural residents’ basic pension insurance. Any successful reform should follow in proper sequence and complete step by step. Further analysis, integration, and complete of the transference and continuation policy is in keeping with the “integration” process of pension insurance system, especially at the moment that the implementation of reform has begun. In this dissertation, inter-regional and inter-mechanism transference and continuation are the research perspective, on the basis of the analysis of existing policies, combining with the reform which is being implemented, proposing new thinking and solving new problems.This dissertation divides into four sections, besides the introduction and the conclusion:The first section explains the general theory on transference and continuation of basic pension insurance relationship. Basing on a brief introduction in the origin and theoretical significance of the transference and continuation system, and combining to the forming process of basic pension insurance system, this dissertation attempts to establish the criteria for the classification of transference and continuation of basic pension insurance relationship, with the approaches of inter-regional and inter-mechanism, which is for defining the analytical framework of whole essay.The following section analyzes the current situation of transference and continuation of basic pension insurance in China, basing on the type distinguishment of inter-regional and inter-mechanism. The problems of integration in peasant-worker’s pension insurance system while the relationship of pension insurance transfers between different regionals, the fair of pension, the pressure of financial transference, the local beneficial balance, and low level of integration are brought up. In addition, those issues are also put forward such as the fair between urban employees’ basic pension insurance and urban residents’ social pension insurance on institutional level while the relationship of pension insurance transfers among different mechanisms, the accounting of payment length, the solution of enterprise pension and the issue of interim pension in the administration and institutions, and the problem of how to transfer the social entire fund under these two situations. Following, an analysis on transferring the pension insurance relationship with both inter-regional and inter-mechanism is given at the end of this section.The third section clarifies the purpose of reforming the design of transference and continuation system is to achieve effectual splice and sufficient guarantee of pension and the integration of pension insurance. The principles of transference and continuation of basic pension insurance are analyzed in the meanwhile, which will support a theoretical basis for subsequent advices.The final section displays author’s thinking of dealing with the difficulty of transference and continuation currently, after examining what the transference and continuation relationship of basic pension insurance in China is, why the difficulty of transference and continuation emerges, and the reformed aim and principles of transference and continuation which are necessary to clarify recently. Surrounding core suggestions of piecewise calculation and unitive payment of pension, and accumulative calculation of payment length, the proposal of raising the level of integration, implementing personal account, enhancing national responsibility, and completing the construction of information are brought up.
