| Flexible employment is an important means of employment.It is an important way to absorb the surplus labor and to solve the problem of unemployment.It plays an important role in promoting the growth of urban employment,economic development and the upgrading of industrial structure.With the continuous adjustment of China’s economic structure and industrial structure,accelerating the process of urbanization,accelerating the process of science and technology,the proportion of flexible employment in China’s urban employment structure is more and more big,which has gradually become the main mode of employment.But the current pension insurance system for urban workers is designed for the regular employment,lack of incentives for flexible workers to take insurance.Large scale of flexible employment of workers are floating on the edge of the basic pension insurance system.As soon as possible to improve the flexible employment pension insurance participation incentive mechanism,which is of great significance in protecting this special group to be supported in old age,achieving the goal of national social security,promoting economic development and maintaining social stability.Taking Shanghai as an example,this paper focuses on five aspects of the incentive mechanism of the flexible employment pension insurance.First of all,this paper explained the related concept and theory of flexible employment pension insurance incentive mechanism by using the methods of literature research and comparative historical.Secondly,this paper found the problems and its causes behind its existence by studying the current situation in Shanghai flexible employment workers endowment insurance.Thirdly,the paper analyzed the main factors that affect the flexible employment of workers to participate in pension insurance by using Logistic regression analysis methodon the basis of the survey data.Then,on the basic of foreign and domestic experience,considering the local conditions,this paper designed a new type of incentive mechanism for the flexible employment workers to participate in the pension insurance with the characteristics of Shanghai.And the feasibility of the new incentive system was analyzed.Finally,the policy recommendations were put forward to ensure the smooth implementation of the program.There are the main conclusions of this paper.First,according to the analysis of the status quo of insurance,it is found that the ratio of flexible employment in Shanghai to the basic old-age insurance and the actual payment is not ideal.The existing insurance policy is not flexible and lack of incentives to meet the insured needs of flexible employment workers.Second,through the regression analysis,it is found that these factors have significant influence on the flexible employment workers of shanghai to participate or not in pension insurance:the education level,the household registration type,the personal monthly income,the occupation type,the labor contract,the degree of understanding and the satisfaction level of the insured policy.Third,in order to play its role,the implementation of the incentive mechanism need be combined with a series of social policies,especially the integration of employment policy and unemployment insurance system.Finally,the incentive mechanism should be adjusted with the situation of social and economic development,for meeting the needs of flexible employment insurance while achieving the financial balance of pension funds and fiscal revenue and expenditure. |
