Research On The Problem Of Regional Inter-college Cooperation In China And The Innovation Of Institutional Mechanisms

With the development of higher education marketization and internationalization,higher education in China is also faced with intense changes in the external environment.The development of colleges and universities has been greatly impacted.In order to adapt to the changes in the external environment,more colleges and universities realize that the separation and disorderly competition between each other can not adapt to the more and more complex situation,the relationship between colleges and universities should be transformed into "cooperative".On the basis of the intercollegiate cooperation in Colleges and universities,on the basis of the previous research,this study takes the dilemma of cooperation and the innovation of institutional mechanism as the topic.Through theoretical exploration and empirical research,this study seeks the difficulties and institutional mechanisms of Intercollegiate cooperation in regional colleges and universities in our country.Through the innovation of the cooperative system mechanism,we can solve the problems of the inter school cooperation in regional colleges and universities in our country,so as to help our region.The development of inter regional cooperation between universities and colleges provides theoretical support and practical guidance.Intercollegiate cooperation in Colleges and universities refers to the joint action in teaching,scientific research,social service,management and logistics in two or more than two colleges and universities to achieve the goal of "educating people".The system refers to the system centered on power allocation,with structure and function as the main body,as well as various institutions and corresponding norms.Mechanism refers to the relationship between elements or parts of things,and the way or means to achieve them through these elements.In order to understand the current situation of Intercollegiate cooperation in regional colleges and universities in China,the author selected 15 colleges and universities through interviews,and through interviews revealed the current situation of Intercollegiate cooperation in regional colleges and universities in China,mainly in the following points: first,the overall cooperation between colleges and universities within the region is less;second,from the normative point of view,there are more temporary cooperation and less institutionalized cooperation.Third,from the level of University,there are more cooperation among homogeneity universities and less cooperation among different colleges and universities.Fourth,from the subject attribute,the universities with the same subject attribute are more cooperative,and the university cooperation with different disciplines is less.Fifth,the degree of Intercollegiate cooperation is relatively low from the degree of cooperation.Generally speaking,the development of interregional cooperation in China's regional universities is still at a loose stage,and the close cooperation relationship has not yet been established.If universities want to establish close cooperation relations,we need to analyze the dilemma of cooperation and the reasons of system and mechanism.On this basis,the author interviewed 15 school leaders.To explore the difficulties and reasons for the realization of inter school cooperation in regional colleges and universities in China,the main reasons for the system include: lack of government functions,lack of organization and so on.The main reasons are as follows: lack of support of legal policy,lack of financial support,lack of support of system,lack of effective connection to resource demand,economic cost,manpower cost and management cost The limitations of geographical space,lack of communication,lack of restriction on breach of contract,lack of restriction on "hitchhiking",lack of trust,and lack of distribution of interests.By combing the development of Intercollegiate cooperation in foreign universities,this paper probes into the motivation,management and operation mode of Intercollegiate cooperation in foreign colleges and universities,and analyses the successful cooperation cases of five schools alliance,Russell group and eight school group,and summarizes the characteristics and experiences of the inter school cooperation system mechanism of foreign universities and colleges.The characteristics of the inter school cooperation system in foreign universities include:1.in the interest of interest.Trust based organization form 2.project linked operation mode.The experiences of Intercollegiate cooperation in foreign universities include: 1.government issued relevant policies and regulations,promoted the orderly development of Intercollegiate cooperation in universities and2.universities have greater autonomy in running schools,ensured the support and support of 3.external cooperation among colleges and universities,provided 4.scientific and effective management for intercollegiate cooperation in Colleges and Universities,and ensured the long-term vitality of Intercollegiate cooperation in Colleges and universities.5.,flexible and diverse forms of cooperation ensure the interests and interests of partners.6.mutual trust and communication are prerequisites for ensuring cooperation and development.It is proposed that under the existing system,the cooperation between universities with different affiliations in the region can not be successfully realized under the existing system.The existing institutional structure limits the upper limit of cooperation.Therefore,in order to release greater cooperation space,broaden the scope of cooperation,expand the depth of cooperation,dig into the potential of cooperation,and establish a close cooperative relationship,we need to innovate the system.The existing mechanism is also inadequate,to establish a cooperative relationship,it is also necessary to create a new mode of operation to create a new mode of operation to carry out inter school cooperation in Colleges and universities.The intercollegiate cooperation in regional colleges and universities should include the government,universities and other social organizations.The system of regional colleges and universities is a three level management system composed of state,provincial and university cooperation organizations.The mechanism of regional university cooperation includes guarantee mechanism,interest mechanism,trust mechanism,communication mechanism and so on.Finally,some suggestions are put forward to promote the innovation of the institutional mechanism of Intercollegiate cooperation in China's Regional Colleges and universities,including the establishment of a market-oriented mode of resource allocation,the transformation of government functions,the expansion of the autonomy of colleges and universities,the promotion of self-conscious cooperation in Colleges and universities,the improvement of the higher education rating system,the integration of cooperation into the evaluation system,and the strengthening of government guidance to promote inter school cooperation in regional colleges and universities step by step.We should carry out the concept of transformation,recognize the importance of interregional cooperation in regional universities,and choose suitable partners and cooperation models from deep to deep.
