Innovation is the soul of a nation’s progress, and is the inexhaustible driving force for the prosperity of a country. Although college students’ innovative entrepreneurship education in China starts late, it develops increasingly fast, especially under the high attention of CPC, Chinese government, education departments and institutions of higher learning. It is and to be the core of national development strategy to improve the ability of independent innovation, to build an innovative country, and to realize the revival of the nation. College students are one of the most innovative and entrepreneurial potential group, who are the new force of establishing an innovation-oriented country and society. To strengthen college students’ innovative entrepreneurship education, which has been commonly agreed in today’s world of higher education, is the great step to serve the strategy of building an innovation-oriented country, to deepen the teaching reform of higher education, and to cultivate the innovative entrepreneurial talents of conforming to the requirements of society.In this paper, the current situation of creative education is analyzed by using the methods of literature research, questionnaire survey, and etc. The achievements are affirmed, while this paper focuses upon an analysis of the main problems existing in the current situation: 1) the education concept and positioning is unscientific, which means there is no correct understanding of innovation entrepreneurship education, and the overall consciousness of students’ innovative entrepreneurial training is ignored; 2) qualified teachers are lacked, and the shortage mainly focus on full-time teachers who are well trained by the system of innovative entrepreneurship education, and can practice guidance; 3) the course system, practical teaching system is not sound, mainly because domestic innovative entrepreneurship education start late, also there is no unified teaching material, is lack of practical courses and a stable practice base and platform. In summary of the academic theories of scholars at home and abroad, drawing lessons from e-learning theories and effective teaching theory, a new perspective of the concept of education innovation, the innovation of the education carrier, and the innovation of education content are put forward. In this paper, the advantages of e-learning are taken, which contain less time and space limit, strong self-learning, large amount of resources, and the radiation of wide area. The effective methods are put forward to enhance the effectiveness of college students’ innovative entrepreneurship education, from building online teaching platform and implementation of online teaching of innovative entrepreneurship education in universities.In the guide of college students’ employment demands, this study tries to solve the college students’ employment under the new situation of the problems in the entrepreneurial process, by combination of college students’ employment and entrepreneurship education. There is much research on innovative entrepreneurship education recently, however, the sound innovation entrepreneurship education theory system has not yet been established, and many scholars mostly focus on the research and discussion of the important role, problems, methods, the diversification of methods, the carrier as well as environmental construction of innovative entrepreneurship education, and very few articles research on the effectiveness of the new carrier.Under the background of e-learning, this paper strives to explore the meaning of the effectiveness of innovative entrepreneurship education, and the value of its function, and the problems existing in the current college students’ innovative entrepreneurship education, and to analyze the reasons from emerging problems. In order to enrich the college students’ innovative entrepreneurship education theory, and to further improve the employment and entrepreneurship theory of ideological and political education system, the effectiveness and measures of college students’ innovative entrepreneurship education with e-learning are elucidated from the existing problems. At the same time, the effective function value of college students’ innovative entrepreneurship education with e-learning is deeply studied, by analyzing the current existing problems and reasons of college students’ innovative entrepreneurship education. Then reasonable suggestions and measures are put forward to provide effective guidance for innovative entrepreneurship education practice. First of all, this paper provides a decision reference for education departments. Secondly, this paper may promote college students’ innovative entrepreneurship education, and enhance its effectiveness. Finally, as the theory in this paper is formed and achieved, and college students’ innovative consciousness can be enhanced, their innovative quality can be improved, and their innovative ability can be promoted in the process of application, accordingly to realize the all-round development of college students themselves.
