| Urbanization is a system of migration, spatial expansion, economic growth, social progress, such as the comprehensive process to regional levels of development, an important measure of quality. Our country is currently in the stage of rapid urbanization, with the rapid urbanization process, and must be accompanied by all kinds of resource gathering and consumption, especially as a basis for the development of urban land resources. Construction and expansion of urban land is inseparable from the "mother" of land, land use and urbanization process has a very strong impact. Land use efficiency can help urban development efficiency, and improved quality of urbanization can help land more nuanced uses, but in the current urbanization inevitably exist extensive use of land, in order to obtain space, and even use farmland, this revelation us that we must convert urbanization ideas and seek harmony between land use and urbanization quality.New urbanization is our country’s major strategic and creative thinking in solving economic and social development issues, and its purpose is to solve the traditional urbanization improper way in the development and efficiency, people-oriented, improve the quality of urbanization. The new urbanization and land use is already hot issues now, but research to combine the two is not much,concern for Western Areas are less, so the paper combined the new urbanization quality and land use efficiency will be a creative,take Gansu province as a case, for empirical research, to judge current the degree of coordination and spatial differences in of new urbanization quality and efficiency of land use on the current Gansu province. It will has some reference and revelation meaning for Gansu province’s economic and social development.Firstly the paper elaborated the relevant core concepts and basic theories, analyzes the urbanization and land-use situations of Gansu province, established evaluation system covering 42 indicators, new urbanization system involving 28 quality indicators, land use efficiency system involving 14 indicators. Combined with entropy method, obtained the level of new urbanization quality and land use efficiency from 2000-2012 of Gansu province, as well as the cities of Gansu province in 2000,2004,2008,2012, the time and space difference of coupling、coordination of Gansu and its cities, There are the following conclusions:(1) 2000-2012, the new urbanization quality and land use efficiency score of Gansu generally rising, moderate growth in 2000-2003, and then entered a rapid growth phase. And most years there is a slightly ahead of new urbanization, indicates the stress of the new urbanization to land use is stronger, did not reach a state of balance.The new urbanization quality and land use efficiency in the coupling is always "antagonism". Coordination degree increased year by year, change from moderate to mild disorders and then to the brink of disorders, shows relationship of new urbanization quality of urbanization and land-use efficiency tends to be more optimized State.(2) The new urbanization quality and land use efficiency of 14 Cities of Gansu in 2000,2004,2008,2012 is rising, the trend is consistent with the province. However, the differences between cities is significant, unbalanced features is also strengthened. Spatial analysis found:the new urbanization development in Gansu province dominated by low quality, and is bounded roughly in Lanzhou, Baiyin city, showing a "West to East" distribution pattern. The highest quality is Lanzhou city and the lowest—— Dingxi and Linxia. The pattern of land use efficiency are also low, the grade gap is relatively large. The highest are Lanzhou and Jiayuguan city, Dingxi and Linxia also the lowest.(3) 2000,2004,2008,2012 four years, the coupling of Gansu Province in the cities are at the stage of antagonism, mainly of high strength coupling, differences between regions is insignificant. On the coordination, missing a high level coordination of cities in Gansu province, all are medium and low level. Cities are in a state of disorder, but the coordination is increasing, which has no serious disorder during 2012, turn to mild disorders. the evolution shows the "from west to east-from north to south" characteristic.Finally, analyze the driver of the current Gansu Province’s new urbanization quality and land use efficiency coupling、coordination situation,and put forward some suggestions to promote the coordinated development of the two systems：the new urbanization as an opportunity to pursue urban development in transition; rely on ecological civilization, pay attention to ecological development;Coordination of small towns,creating networking urban systems; Regionalization, differentiated development model. |
