Study On New Rural Communities Ecological Security Evaluation Under The Perspective Of Demands Of Different Stakeholders

New rural community as a new carrier of farmers’ producing and living under the drive of multiple strategies as balancing urban and rural development, urban and rural integration development, has become the advance guard of building livable and beautiful countryside, whose ecological security concerns realization of comprehensive renovation of rural living environment.Since the formulation and implementation of the new urbanization strategy, the construction of new rural community is in full swing, and have made remarkable achievements in improving farmers’ producing and living conditions, promoting farmers’ residence satisfaction, optimizing the environment of settlements. But Chongqing,as a typical hilly area in the southwest, has the special regional environment called ’the big city with big country, the mountain area with large reservoir’ with the vulnerable ecological environment, a relative shortage of resources. And it still follows the city community mode in plain area, the common and standardized construction has not suitable for hilly areas for conflicts of interest between the parties, the dislocation of government planning and farmers’ demand, which highlights a low using rate, irrational exploitation, wasting everywhere, lack of infrastructure and other ecological security problems in the use of new rural community which to a certain extent hinders the process of ecological, livable and beautiful rural construction. Meanwhile, New rural community is different from the city community and the traditional rural community, so it is needed to establish a new ecological security evaluation system in order to explore the influence of ecological security in order to acquire accurate understanding and the trend of ecological security status of new rural community, then draw on the advantages and avoid disadvantages. Therefore, first, this study based on the relevant theories defines the new rural community ecological security core value; then, using structural equation model to identify different stakeholders’ demands to distinguish its collaborative demands and its mechanism.Finally, from the perspective of different stakeholders’ collaborative demand, using the DPSIR model constructed evaluation system of new rural community ecological security and be confirmed, in order to enrich the theory of human living environment and ecological theory and provide guidance of the ’people-oriented’ beautiful rural construction and the rural environment.The main conclusions are as follows:(1)On the basis of the theory of ecological security combing from the ecological safety of the carrier, essence, the goal concise the core values of the ecological security, namely the ecological safety of the carrier for the system, the nature of the system is to achieve health and to meet human needs, its objectives are to achieve the sustainable development. By studying the basic theory of community development, man land relationship theory, sustainable development theory,the system theory, the environment theory, from the three aspects to refine the new rural community ecological security core value, namely the carrier of new rural community of ecological security is an artificial ecosystem, its essence is to achieve the new rural community ecosystem health and to meet the farmers, government, community organizations and other different stakeholder needs, its goal is to realize the sustainable development of human settlements.Based on this, the new rural community ecological security is defined as:"in a certain time scale, the new rural community ecological system in the strong stimulation and the intervention of different stakeholders behavior, not only can maintain its ecological system normal, healthy operation and sustainable development, but also to maximize the protection of the diverse needs of the different stakeholders from threatening".(2)The demands of stakeholders of the new rural community stakeholders is a special ideology that the government, farmers, social organizations according to their specific status, functions, characteristics, formation,showing a significant difference.The demands of the farmers of the new rural community formed the demands of life as the leading, the coexistence of production demands,communication demands.The demands of life performs expanding the housing area, cooking by fire and other traditional products as the leading, meanwhile in order to improve the frequency of garbage disposal, community environment clean, perfect infrastructure and public service facilities,improve the green coverage rate, reduce the cost of social security.The production demands performs the privatization of public space, the use of poultry, vegetables and other traditional appeal; communication demands performs diversified communication space, communication mode and diversified emerging demands a harmonious neighborhood tradition demands.The demands of the government of the new rural community formed a political demand leading, environmental demands coexistence, political appeals perform consolidating the dominant position of government and community sustainable development; environmental demands for community environment and community to enhance the image of the later stage management.Social organization appeals to the new rural community formed by the economic demands as the leading environmental demands, the coexistence of demand pattern, economic demands to improve the implementation of performance wage and bonus pay equal attention to environmental demands, showing a polarization difference.(3)The model of the new mechanism of rural community ecological security on the basis of structural equation model,can affect the quantitative analysis of different stakeholder demands for new rural community of ecological security,effective interpretation of the new rural community of different stakeholders, diversified demands of new rural community ecological security role of trajectory,having strong applicability.Household demand, farmers’production demands, the demands of the government, the political demands of farmers association, government environmental demands, social organizations, social organizations to environmental demands of economic demands have a significant impact on ecological security. Different stakeholders’ demands of new rural community of ecological security can be divided into two types:one is each stakeholder demands through the individual behavior characterization and role in the new rural community of ecological security,the other one is each stakeholder demands through the way of expression or methods to get identification in order to promote or restrain the other subject behavior and then on the new rural community of ecological security.(4) The demands of different stakeholders from the perspective of the construction of the new rural community based on the ecological security evaluation index system, can effectively interpret interpretation of different stakeholder demands under the new rural community ecological security state, and provide a good perspective for the new type of rural community ecological security evaluation.The empirical results, the new rural community column village ecological security belongs to the ’critical’ level, and has transformed to ’less secure’ level of the trend, the ecological security level is relatively low, the new rural community of different stakeholder demands led to farmers, government misconduct is a source of threat to the new rural community of ecological security, the and the pillars of the reality is more in line with the village.Therefore, new rural community ecological security evaluation system based on the different stakeholders’ demands is reasonable and effective.
