Education is the foundation People’s livelihood, and employment is the foundation People’s livelihood. Minority Areas’ compulsory education is struggling when the Eastern Developed Regions going universal the high school education. Under the influence of the natural environment and historical and cultural traditions and the level of economic development, education in minority areas are under-development. Compulsory education is becoming the termination education. It is the reality minority areas are facing that low student enrollment, employment undesirable. Researchers should be concerned about the problems are how to improve compulsory education’s quality, meet the goal of students’ employment and further education, and thus promoting the minority areas People’s livelihood. As a indispensability proportion in the primary education, Junior high school education should ensure students’ further education and employment. Affected by many factors, school education pay attention to students’further education goal and ignoring employment needs. It is the fundamental reason which lead to low quality of education.One of the way that promoting the minority areas People’s livelihood and comprehensively improve the quality of compulsory education is implement the combination of ordinary education and vocational education in minority areas.First of all, ethnic people in minority areas have low demand for education under the influence of the productivity and temple education. They are recognizing the importance of knowledge but the importance of professional skills. Secondly, the education administration has faulty understanding of basic education. The education administration also has to safeguard stability under the special political environment in minority areas. This is a reason lead to wrong educational goals. Thirdly, school exam-oriented education serious tendency and erratic teacher resource have direct effect on the combination of ordinary education and vocational education. School exam-oriented education serious tendency has a direct impact on students, and specific performance in the following area: teaching content is exam-standard; teaching methods is mainly to teach instill; evaluation methods is order a score of weight; Local Courses and Based Curriculum is exist in name only. School exam-oriented education seriously tendencies lead to educational goals only remaining intellectual education. Schools abandoned the original target of common development goals as to moral education and intellectual education and physical education and aesthetic education and labor education. Schools are also ignoring demands of students’ employment lead to students’ employment difficulties.For this reasons, combined with the unique Minority Areas exploring suitable ways to implement the combination of ordinary education and vocational education in minority areas. Based on the factors influent on the combination of ordinary education and vocational education in minority areas and based on analysis of the problems, people should make full use of the influence of religious leaders and also make full use of local ethnic resources. At the same time, we should train teachers have conscious to educate students in classroom teaching. In addition, schools establish developmental evaluation system, and make full use of local ethnic resources to achieve the goal of implement the combination of ordinary education and vocational education in Minority Areas. Do the best to meet the needs of students in further educationand employment. It is the only way to comprehensively improve the quality of compulsory education and promote national regional goals of improving people’s livelihood.
